EXPLANATORY NOTE.

The Social Welfare (Supplementary Welfare Allowances) (Amendment) Regulations 1985 ( S.I. No. 49 of 1985 ) prescribed the categories of persons eligible under the scheme for a weekly fuel allowance during the 30 week period beginning on the first Monday in October each year. The categories of persons eligible comprise mainly social welfare pensioners and recipients of analogous payments or basic supplementary welfare allowance who are living alone or only with specified persons and are considered by the local health board to be unable to provide for their heating needs. These Regulations provide that persons who are not in the categories specifically provided for in the earlier Regulations but who received a fuel allowance under the arrangements which existed prior to those Regulations, will, if their circumstances have not changed, continue to be entitled to an allowance.

The Regulations also provide for an increase from £4 to £5 in the weekly value of the allowance payable under the scheme with effect from the commencement of the heating season in October 1985.
