ROAD TRAFFIC (SPEED LIMITS) (COUNTY OF MEATH) REGULATIONS, 1985.

The Minister for the Environment in exercise of the powers conferred on him by sections 5 and 45 of the Road Traffic Act, 1961 (No. 24 of 1961) and section 46 of the said Act as amended by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968) hereby makes the following Regulations:—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County of Meath) Regulations, 1985.

2 Commencement.

2. These Regulations shall come into operation on the 7th of October, 1985.

3 Interpretation.

3. In these Regulations save where the context otherwise requires

"the Act" means the Road Traffic Act, 1961 ;

"distance" means distance as measured along the centre line of a road;

"national road" means a road declared to be a national road in the Local Government (Roads and Motorways) Act, 1974 (Declaration of National Roads) Order, 1977 ( S.I. No. 164 of 1977 ) and any reference to the number of such roads shall be a reference to the number of such road as shown in column 1 of the First Schedule or column I of the Second Schedule to the aforementioned Order;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a borough of an urban district;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limit.

5. Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limit prescribed in article 5 of these Regulations and from the built-up area speed limit the following:—

( a ) ambulances,

( b ) fire brigade vehicles, and

( c ) vehicles used by members of the Garda Siochana in the performance of their duties as such members.

7 Revocation.

7. The Road Traffic (Speed Limits) (County of Meath) Regulations, 1976 ( S.I. No. 300 of 1976 ) are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads in the Urban District of Navan:—

( a ) The Beauparc Road.

( b ) The Athlumney Road and its continuation as the Duleek Road between the point where the urban district boundary intersects the southern side of the Duleek Road and a point 90 metres east of the junction of the Athlumney Road with Athlumney Lane.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Road Traffic Act, 1961 .

1. The following roads at Ashbourne:—

( a ) Milltown housing estate roads, Garden City housing estate roads.

( b ) The Dublin-Ardee road (National Road N2) between a point 375 metres south-east of the centre-line of Ashbourne Bridge and a point 75 metres north-west of Killegland Lane.

( c ) Batchelor's Walk for a distance of 550 metres from its junction with the Dublin-Ardee road (National Road N2).

( d ) Castle Street between its junction with the Dublin-Ardee road (National Road N2) and a point 10 metres west of its junction with the entrance road to Garden City housing estate.

2. The following roads at Athboy:—

( a ) Railway Lane, St. James's Terrace, Church Lane, St. Joseph's Terrace, Beechgrove housing estate roads.

( b ) The Ceannanus Mor-Delvin road (National Road N51) between a point 575 metres north-east of its junction with the Dunderry Road and a point 20 metres south-west of its junction with the Ballivor Road.

( c ) The Dunderry Road for a distance of 50 metres from its junction with the Ceanannus Mor-Delvin road (National Road N51).

( d ) The Trim Road for a distance of 415 metres from its junction with the Ceannannus Mor-Delvin road (National Road N51).

( e ) The Kildalkey Road for a distance of 525 metres from its junction with the Ceannanus Mor-Delvin road (National Road N51).

( f ) The Ballivor Road for a distance of 325 metres from its junction with the Ceanannus Mor-Delvin road (National Road N51).

( g ) The Clonmellon Road for a distance of 25 metres from its junction with the Oldcastle Road.

( h ) Connaught Street and its continuation as the Oldcastle Road for a distance of 615 metres from its junction with the Ceanannus Mor-Delvin road (National Road N51).

( i ) The Beech Grove housing estate roads.

3. The following roads at Batterstown:—

( a ) The Dublin-Trim road between a point 335 metres south-east of its junction with Maynooth Road and a point 225 metres north-west of the said junction.

( b ) The Maynooth Road for a distance of 55 metres from its junction with the Dublin-Trim road.

4. The following roads at Bettystown-Laytown:—

( a ) The Bawn, The Square, St. Anthony's Villas Marian Villas.

( b ) The Drogheda-Laytown-Bettystown-Julianstown road between a point 185 metres north-east of its junction with the Narroway Road and a point 110 metres west of the western edge of the Railway Bridge at Laytown.

( c ) The Mornington (Coast) Road for a distance of 690 metres from its junction with The Square, Bettystown.

5. The following roads at Carlanstown:—

( a ) The Ceanannus Mor-Ardee road (National Road N52) between a point 305 metres south-west of the centre line of Carlanstown Bridge and a point 190 metres east of its junction with the Moynalty Road.

( b ) The Moynalty Road between its junction with the Ceanannus Mor-Ardee road (National Road N52) and a point 65 metres north of its junction with the Nobber Road.

( c ) The Nobber Road for a distance of 125 metres from its junction with the Moynalty Road.

( d ) The Tynanstown Road for a distance of 20 metres from its junction with the Ceanannus Mor-Ardee road (National Road N52).

6. The following roads adjacent to the Urban District of Ceannannus Mor:—

( a ) O'Growney Terrace.

( b ) The Headfort or Slane Road where the said road is a perimeter road.

( c ) The Ardee Road (National Road N52) for a distance of 630 metres from the point where the boundary of the urban district of Ceannannus Mor intersects the eastern side of the road.

( d ) The Moynalty Road where the said road is a perimeter road.

( e ) The Virginia Road (National Road N3) for a distance of 350 metres from the point where the boundary of the urban district of Ceanannus Mor intersects the northern side of the road.

( f ) The Oldcastle Road for a distance of 235 metres from the boundary of the urban district of Ceannanus Mor.

( g ) The Clonmellon Road (National Road N52) for a distance of 185 metres from the boundary of the urban district of Ceanannus Mor.

( h ) The Navan Road (National Road N3) for a distance of 320 metres from the point where the boundary of the urban district of Ceanannus Mor intersects the northern side of the road.

(i) The Athboy Road between the boundary of the urban district of Ceanannus Mor and a point 685 metres south of its junction with the Cortown Road.

( j ) The Cortown Road for a distance of 735 metres from the boundary of the urban district of Ceanannus Mor.

7. The following roads at Clonee:—

( a ) The Dublin-Navan road (National Road N3) between a point 570 metres east of its junction with the Clonsilla Road and a point 85 metres north-west of the said junction.

( b ) The Clonsilla Road for a distance of 120 metres from its junction with the Dublin-Navan road (National Road N3).

8. The following roads at Crossakiel:—

( a ) The Ceanannus Mor-Collinstown road between a point 460 metres north-east of its junction with the Oldcastle Road and a point 80 metres south-west of the said junction.

( b ) The Oldcastle Road for a distance of 65 metres from its junction with the Ceanannus Mor-Collinstown road.

( c ) The Kilskeer Road for a distance of 265 metres from its junction with the Ceannanus Mor-Collinstown road.

( d ) The road connecting the Ceanannus Mor-Collinstown road with the Kilskeer Road.

( e ) The County Council housing estate roads south of the Ceanannus Mor-Collinstown road.

( f ) The Ballinlough Road for a distance of 55 metres from its junction with the Ceannanus Mor-Collinstown road.

9. The following roads adjacent to the Borough of Drogheda—

( a ) Blackbush Lane where the said lane is a perimeter road.

( b ) The Beymore Road for a distance of 30 metres from the boundary of the borough of Drogheda.

10. The following roads at Dromone:—

( a ) The Oldcastle-Collinstown road between a point 140 metres north of its junction with the Castlepollard-Crossakiel road and a point 205 metres south of the said junction.

( b ) The Castlepollard-Crossakiel road between a point 210 metres east of its junction with the Oldcastle-Collinstown road and a point 80 metres west of the said junction.

( c ) The Garrynabolie Road for a distance of 80 metres from its junction with the Oldcastle-Collinstown road.

11. The following roads at Drumconrath:—

( a ) De Valera Park.

( b ) The Ardee-Navan road between a point 415 metres north-east of its junction with the Kingscourt Road and a point 40 metres south-west of its junction with the Nobber Road.

( c ) The Carrickmacross Road for a distance of 230 metres from its junction with the Kingscourt Road.

( d ) The Kingscourt Road between its junction with the Ardee Road and a point 275 metres north-west of its junction with the Carrickmacross Road.

( e ) The Nobber Road for a distance of 335 metres from its junction with the Navan-Ardee road.

( b ) The Navan-Julianstown road between a point 30 metres east of the centre line of Navan Road Bridge and a point 315 metres north-east of its junction with the Station Road.

( c ) The Station Road between its junction with the Navan-Julianstown road and a point 300 metres south-east of the centre-line of Commons Bridge.

( d ) Carey's Lane for a distance of 305 metres from its junction with the Navan-Julianstown road.

( e ) Abbey Road for a distance of 1,130 metres from its junction with the Navan-Julianstown road.

( d ) The road connecting the Ballivor Road with the Navan Road at a point on the Ballivor Road 140 metres north-west of the junction of the latter road with the Square.

14. The following roads at Dunderry:—

( a ) The Navan-Trim road between a point 125 metres north-east of its junction with the Robinstown Road and a point 100 metres south of its junction with the Athboy Road.

( b ) The Robinstown Road for a distance of 260 metres from its junction with the Navan-Trim road.

( c ) The Athboy Road for a distance of 100 metres from its junction with the Navan-Trim road.

( d ) The road serving Father Flood Park.

15. The following roads at Dunshaughlin:—

( a ) The County Council housing estate roads west of the Skreen Road.

( b ) The Dublin-Navan road (National Road N3) between a point 1,070 metres south of its junction with the Dromree or Trim Road and a point 370 metres north of the said junction.

( c ) The Drumree or Trim Road between its westernmost junction with the Dublin-Navan road (Nation Road N3) and a point 60 metres east of its junction with the Dunsany Road.

( d ) The road connecting the Drumree or Trim Road with the Dublin-Navan road (National Road N3).

( e ) The Skreen Road for a distance of 405 metres from its junction with the Dublin-Navan road (National Road N3).

( f ) The Ratoath Road for a distance of 490 metres from its junction with the Dublin-Navan road (National Road N3).

( g ) The road connecting the Skreen Road with the Ratoath Road.

( h ) The Lagore Road for a distance of 555 metres from its junction with the Ratoath Road.

16. The following road at Kilcock:—

The Dunshaughlin Road for a distance of 185 metres from the boundary between the counties of Meath and Kildare.

17. The following roads at Kildalkey:

( a ) The Trim-Ballivor road between a point 730 metres south-east of its junction with the Athboy Road and a point 230 metres west of the said junction.

( b ) The Athboy Road for a distance of 350 metres from its junction with the Ballivor Road.

18. The following roads at Kilmainhamwood:

( a ) The Kingscourt-Navan road between a point 325 metres north-east of its junction with the Moynalty Road and a point 305 metres south of the said junction.

( b ) The Moynalty Road for a distance of 330 metres from its junction with the Kingscourt-Navan road.

( c ) The Bailieborough Road for a distance of 165 metres from its junction with the Kingscourt-Navan road.

( d ) Senator Farrelly Avenue housing estate roads.

19. The following roads at Kilmessan:

( a ) The road serving the County Council housing estate.

( b ) The Navan-Bective road between a point 15 metres east of the centre point of Kilmessan Bridge and a point 475 metres north-west of its junction with the Trim Road.

( c ) The Trim Road between its junction with the Navan-Bective road and a point 100 metres west of its junction with the Kiltale Road.

( d ) The Kiltale Road for a distance of 310 metres from its junction with the Trim Road.

20. The following roads at Moynalty:

( a ) The Kingscourt-Carlanstown road between a point 45 metres north of its junction with the Mullagh Road and a point 70 metres south-east of its junction with the Nobber Road.

( b ) The Mullagh Road for a distance of 195 meters from its junction with the Kingscourt-Carlanstown road.

( c ) The Ceanannus Mor Road for a distance of 140 metres from its junction with the Kingscourt-Carlanstown road.

( d ) The Nobber Road for a distance of 50 metres from its junction with the Kingscourt-Carlanstown road.

21. The following roads adjacent to the Urban District of Navan:

( a ) Beechmount Lane, Athlumney Lane.

( b ) The Slane Road (National Road N51) for a distance of 640 metres from the point where the boundary of the urban district of Navan22. intersects the south-eastern side of the road.

( c ) The Proudstown or Nobber Road for a distance of 800 metres from the point where the boundary of the urban district of Navan intersects the western side of the road.

( d ) Boreen Keel where the said road is a perimeter road.

( e ) The Moate or Athboy Road (National Road N51) for a distance of 185 metres from the boundary of the urban district of Navan.

( f ) The Commons Road for a distance of 245 metres from the point where the boundary of the urban district of Navan intersects the western side of the road.

( g ) The Ceanannus Mor Road (National Road N3) for a distance of 425 metres from the point where the boundary of the urban district of Navan intersects the southern side of the road.

( a ) Cloghan Street, Green Row, Mellowes Park, The Square, St. Brigid's Terrace.

( b ) The Ceannannus Mor-Mountnugent road between a point 580 metres east of its junction with the Castlepollard-Virginia road and a point 425 metres west of the said junction.

( c ) The Castlepollard-Virginia road between a point 710 metres south of its junction with the Ceanannus Mor-Mountnugent road and a point 935 metres north of the said junction.

( d ) The Stoney road for a distance of 300 metres from its junction with the Castlepollard-Virginia road.

( a ) The Dunshaughlin-Airport road between a point 485 metres south-east of its junction with the Oberstown Road and a point 520 metres west of its junction with the Fairyhouse Road.

27. The following roads adjacent to the Urban District of Trim:

( b ) The Dublin Road between the boundary of the urban district of Trim and a point 275 metres east of its junction with the Old Back Road.

( c ) Navangate Street and its continuation as the Navan Road for a distance of 270 metres from the point where the boundary of the urban district of Trim intersects the southern side of the Navan Road.

( d ) The Athboy Road for a distance of 565 metres from the boundary of the urban district of Trim.

( e ) The Dunderry Road for a distance of 90 metres from the point where the boundary of the urban district of Trim intersects the western side of the road.

( f ) The Newtown Bridge Road for a distance of 420 metres from its junction with the Navan Road.

( g ) Patrick Street and its continuation as the Old Back Road.

( h ) The Summerhill Road for a distance of 225 metres from the point where the boundary of the urban district of Trim intersects the eastern side of the road.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads at Ashbourne:

( a ) The Dublin Road (National Road N2) between a point 375 metres south-east of the centre-line of Ashbourne Bridge and a point 1,150 metres south-east of the said centre line.

( b ) The Ardee Road (National Road N2) between a point 75 metres north-west of its junction with Killegland Lane and a point 820 metres north-west of the said junction.

2. The following roads at Ballinlough:—

( a ) The Ceanannus Mor-Oldcastle road between a point 585 metres south-east of its junction with the Virginia Road and a point 440 metres west of the said junction.

( b ) The Virginia Road for a distance of 240 metres from its junction with the Ceanannus Mor-Oldcastle road.

3. The following roads at Ballivor:

( a ) The Trim-Mullingar road between a point 325 metres east of its junction with the Athboy Road and a point 505 metres west of its junction with the Kinnegad Road.

( b ) The Athboy Road for a distance of 240 metres from its junction with the Trim-Mullingar road.

( c ) The Kinnegad Road for a distance of 230 metres from its junction with the Trim-Mullingar road.

4. The following road at Bettystown:

( a ) The Tower Road.

( b ) The Mornington (Coast) Road between a point 690 metres north of its junction with the Square and a point 25 metres south of its junction with the road to Drogheda East Lighthouse.

5. The following roads at Carnaross:—

( a ) The Ceanannus Mor-Virginia road between a point 240 metres north-west of its junction with the Crossakiel-Moynalty road and a point 695 metres south-east of the said junction.

( b ) The Crossakiel-Moynalty road between a point 65 metres north-east of its junction with the Ceanannus Mor-Virginia road and a point 100 metres south-west of the said junction.

6. The following roads at Castletown:—

( a ) The Ardee Road for a distance of 290 metres from its junction with the Lobinstown Road.

( b ) The Navan Road for a distance of 505 metres from its junction with the Lobinstown Road.

( c ) The Nobber Road for a distance of 260 metres from its junction with the Navan Road.

( d ) The Lobinstown Road for a distance of 355 metres from its junction with the Navan Road.

( e ) The road serving Hillside Drive housing estate.

7. The following road at Clonard:—

The Dublin-Mullingar road (National Road N4) between a point 315 metres west of its junction with the Edenderry Road and a point 285 metres east of the said junction.

8. The following roads at Enfield:

( a ) New Lane.

( b ) The Dublin-Kinnegad road (National Road N4) between a point 800 metres east of its junction with the Johnstown Bridge Road and a point 40 metres west of its junction with the Trim Road.

( c ) The Johnstown Bridge Road for a distance of 140 metres from its junction with the Dublin-Kinnegad road (National Road N4).

( d ) The Trim Road for a distance of 210 metres from its junction with the Dublin-Kinnegad road (National Road N4).

( e ) The Brayton Crescent housing estate roads.

9. The following roads at Julianstown:—

( a ) The County Council housing estate roads south of the Corballis Road.

( b ) The Dublin-Drogheda road (National Road N1) between a point 105 metres north-west of its junction with Laytown Road and a point 190 metres south-east of its junction with the Corballis Road.

( c ) The Duleek Road for a distance of 40 metres from its junction with the Dublin-Drogheda road (National Road N1).

( d ) The Laytown Road for a distance of 55 metres from its junction with the Dublin-Drogheda road (National Road N1).

( e ) The Chapel Road for a distance of 20 metres from its junction with the Dublin-Drogheda road (National Road N1).

(f) The Corballis Road for a distance of 265 metres from its junction with the Dublin-Drogheda road (National Road N1).

( g ) The Stamullen Road for a distance of 135 metres from its junction with the Dublin-Drogheda road (National Road N1).

( a ) The St. Oliver Plunkett housing estate roads.

( b ) The Navan-Balrath road between a point 470 metres north-west of its junction with the Duleek Road and a point 255 metres south-east of the said junction.

( c ) The Duleek Road for a distance of 250 metres from its junction with the Navan-Balrath road.

( d ) The Johnstown-Summerville road between a point 95 metres east of its junction with the Navan-Balrath road and a point 120 metres west of the said junction.

11. The following roads at Kinnegad:

( a ) The Dublin Road (National Road N4) for a distance of 595 metres from the boundary between the counties of Westmeath and Meath at Kinnegad Bridge.

( b ) The Killaskillen Road for a distance of 60 metres from its junction with the Dublin Road (National Road N4).

( c ) The Bogtown Road for a distance of 65 metres from its junction with the Dublin Road (National Road N4).

12. The following roads at Longwood:

( a ) Fair Green.

( b ) The Clonard-Trim road between a point 430 metres west of its junction with the Enfield-Freagh road and a point 120 metres north-east of the said junction.

( c ) The Enfield-Freagh road between a point 215 metres north-west of its junction with the Clonard-Trim road and a point 290 metres south-east of the said junction.

13. The following road at Mosney:

The Butlin's Road between its junction with the Dublin-Belfast road (National Road N1) and its junction with Mosney Lane.

14. The following roads in and adjacent to the Urban District of Navan:

( a ) The Dublin Road (National Road N3) between the boundary of the urban district of Navan and a point 20 metres north of its junction with the Old Balreask Road at Kilcarn.

( b ) The Ceanannus Mor Road between a point 425 metres west of the point where the boundary of the urban district of Navan intersects the southern side of the road and a point 1,265 metres west of the first-mentioned point.

( c ) The Slane Road (National Road N51) between a point 640 metres north-east of the point where the boundary of the urban district of Navan intersects the south-eastern side of the road and a point 900 metres north-east of the first-mentioned point.

( d ) The Athlumney Road and its continuation as the Dunleek Road between a point 90 metres east of its junction with Athlumney Lane and a point 1,495 metres south-east of the said junction.

( e ) The Beauparc Road for a distance of 890 metres from its junction with the Athlumney Road.

( f ) The Killagrin Road for a distance of 90 metres from its junction with the Duleek Road.

( g ) The Moate or Athboy Road (National Road N51) between a point 185 metres west of the boundary of the urban district of Navan and a point 1,010 metres west of the said boundary.

( h ) The Knockumber Road for a distance of 420 metres from its junction with the Athboy Road.

( i ) The Proudstown or Nobber Road between a point 800 metres north of the boundary of the urban district of Navan and a point 1,350 metres north of the said boundary.

( j ) The Commons Road between a point 245 metres south-west of the point where the boundary of the urban district of Navan intersects the western side of the road and a point 1030 metres south-west of the first-mentioned point.

(c) The Grangegarth Road for a distance of 55 metres from its junction with the Ardee Road (National Road N2).

(d) The Navan Road (National Road N51) between a point 340 metres north-west of its junction with the Dublin-Ardee road (National Road N2) and a point 815 metres north-west of the said junction.

(a) Stamullen Village Road, Mountain View housing estate roads.

(b) The Gormanstown Road for a distance of 770 metres from its junction with the Julianstown Road.

(c) The Julianstown Road for a distance of 385 metres from its junction with the Gormanstown Road.

(d) The Naul Road for a distance of 20 metres from its junction with the Silverstream Road.

(e) The Bellewstown Road for a distance of 20 metres from its junction with the Silverstream Road.

(f) The Silverstream Road for a distance of 290 metres from its junction with the Bellewstown Road.

(g) The Balscaddan Road for a distance of 30 metres from its junction with the Stamullen Village Road.

20. The following road adjacent to the Urban District of Trim:

The Dublin Road between a point 275 metres east of its junction with Old Back Road and a point 350 metres north-east of its junction with Iffernock Lane.

21. The following roads at Wilkinstown:

(a) The Navan-Nobber road between a point 320 metres north-west of its junction with the Ceanannus Mor Road and a point 460 metres south-east of the said junction.

(b) The Ceanannus Mor Road for a distance of 140 metres from its junction with the Navan-Nobber road.

(c) The Lobinstown Road for a distance of 45 metres from its junction with the Navan-Nobber road.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County of Meath) Regulations, 1976 ( S.I. No. 300 of 1976 ) and alter the speed limits applicable to certain roads in this area.

The Regulations exclude the public roads mentioned in the First Schedule from the scope of the built-up area speed limit prescribed by section 45 of the Road Traffic Act, 1961 and declare the public roads mentioned in the Second Schedule to be subject to that speed limit.

The Regulations also prescribe a speed limit of 40 miles per hour in respect of the public roads mentioned in the Third Schedule.

Ambulances, fire brigade vehicles and vehicles used by the Garda Síochána in the course of duty are exempted from all speed limits by the Regulations.
