THE SEANAD ELECTIONS (UNIVERSITY MEMBERS) FREE POSTAGE (AMENDMENT) SCHEME, 1984

AN POST, in exercise of the powers conferred on it by Section 25 of the Seanad Electoral (University Members) Act, 1937 (No. 30 of 1937), and by Section 74 of the Postal and Telecommunications Services Act, 1983 (No. 24 of 1983), having consulted the Minister for the Environment and with the consent of the Minister for Communications, hereby makes the following Scheme:

1. (1) This Scheme may be cited as the Seanad Elections (University Members) Free Postage (Amendment) Scheme, 1984.

(2) The Seanad Elections (University Members) Free Postage Regulations 1961 ( S.I. No. 194 of 1961 ) and this Scheme may be cited as the Seanad Elections (University Members) Free Postage Schemes 1961 to 1984.

2. This Scheme shall be construed as one with the Seanad Elections (University Members) Free Postage Regulations, 1961.

3. The Seanad Elections (University Members) Free Postage Regulations 1961 are hereby amended by the substitution of the following paragraph for paragraph (a) of Regulation 6:

"(a) communications shall either be enclosed in closed or unclosed covers or be folded or be in such other form (whether or not in covers) consistent with these Regulations as shall, in the opinion of An Post, not be likely to impede sorting or to entrap other postal packets."

EXPLANATORY NOTE.

The purpose of this Scheme is to broaden the criteria of acceptability of the form of communication which may be sent, free of postage, by candidates at the Seanad Election to every person registered as an elector.
