STATISTICS (CENSUS OF POPULATION) ORDER, 1981.

I, SEÁN Ó MÓRDHA, Minister of State at the Department of the Taoiseach, in pursuance of the powers conferred on me by sections II and 16 of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), and the Statistics (Delegations of Powers and Duties) Order, 1980 (S.I. No. 36 of 1980), hereby order as follows:

1. This Order may be cited as the Statistics (Census of Population) Order, 1981.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. In this Order—

"the Act" means the Statistics Act, 1926 (No. 12 of 1926);

"the statistics" means the statistics specified in Article 4 of this Order.

4. Statistics shall be collected of the following subject-matter, nature and character, that is to say:

( a ) Population;

( b ) Names, sex and date of birth;

( c ) Condition as to marriage, relationship to head of household;

( d ) Place of birth;

( e ) Religious belief;

( f ) Knowledge of Irish language;

( g ) Month and year of present marriage; number of children born alive to present marriage;

( h ) Usual residence and usual residence one year prior to the 5th day of April, 1981;

( i ) Usual means of transport from residence to place of work or school and distance travelled;

( j ) Present status, present occupation, present employment status, present employer and such employer's business;

( k ) Address of place of work, school or college;

( l ) Area and valuation of agricultural holdings held;

( m ) Full-time education received;

( n ) Scientific or technological qualifications held;

( o ) For private dwellings—nature of occupancy, rent, year in which built, number of rooms, details of water supply, availability of bath or shower, details of sanitary facilities, details of household heating;

as of the night of Sunday, the 5th day of April, 1981, and the next following morning.

5. The following are the persons, or classes of persons, by whom returns are to be made, or information is to be given for the purpose of the statistics, that is to say;

( a ) the head or other person acting as head of a private household;

( b ) the person in charge of an institution, such as a hotel, club, guest house, hostel, boarding house, lodging house, boarding school, college, convent, monastery, barrack, prison, hospital, county home, nursing home, or other establishment of any kind;

( c ) the master or other person in charge of a vessel in any harbour, port, bay, creek, lake, river, canal or elsewhere in waters within the jurisdiction of the State;

( d ) individuals.

6. (1) Returns shall be made, information shall be given, and the statistics shall be collected in the manner described in Form A, Form A(P) and Form D which are set out in Part I of the Schedule to this Order.

(2) The collection, verification and summarisation of the statistics shall be carried out through the persons appointed under this Order to be officers of statistics, and each person so appointed shall be appointed and be known as Census Liaison Officer, Census Regional Supervisor, Census Field Supervisor or Census Enumerator, as the case may be.

7. (1) The Commissioner of the Garda Síochána may appoint such and so many persons (being members of the Garda Síochána) as he thinks fit to be officers of statistics for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their rank or in such other distinguishing manner as the said Commissioner thinks fit.

(2) There shall be supplied to every person appointed under this paragraph a certificate in writing signed by a Superintendent of the Garda Síochána, certifying that such person is acting as an officer of statistics for the purposes of this Order.

8. (1) The Minister of State at the Department of the Taoiseach may appoint such and so many persons as he thinks fit to be officers of statistics for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or in such other distinguishing manner as the said Minister of State thinks fit.

(2) The appointment required by the Act to be supplied to a person appointed under this Paragraph shall be in the form specified in Part II of the Schedule to this Order and shall be signed in accordance with the requirements of the Act.

9. The forms set out in Part I of the Schedule to this Order shall be used for the collection of the statistics.

10. The Officers of Statistics (Appointment) Order, 1926 shall not apply in relation to the appointment of persons to be officers of statistics for the purposes of this order.

EXPLANATORY NOTE.

The purpose of this instrument is to enable a statutory Census of Population to be taken on 5th April, 1981, to define the scope of the Census and to prescribe the forms to be used and the persons, or classes of persons, who are required to furnish returns or give information for the purpose of the Census.
