FIRST-AID IN FACTORIES REGULATIONS, 1975.

I, MICHAEL O'LEARY, Minister for Labour, in exercise of the powers conferred on me by section 56 (1) of the Factories Act, 1955 (No. 10 of 1955), and the Labour (Transfer of Departmental Administration and Ministerial Functions) Order, 1966 ( S.I. No. 164 of 1966 ), after consultation with the Minister for Health, hereby make the following Regulations:

1. These Regulations may be cited as the First-Aid in Factories Regulations, 1975.

2. These Regulations shall come into operation on the 1st day of September, 1975.

3. The first-aid boxes or cupboards required by section 56 (1) of the Factories Act, 1955 (No. 10 of 1955), to be provided and maintained in factories shall comply with the following standards:

A. For factories in which the number of persons employed does not exceed ten or (in the case of factories in which mechanical power is not used) does not exceed fifty persons, each first-aid box or cupboard shall contain at least:

(i) a copy of the first-aid leaflet (Form F.I. 1033) issued by the Department of Labour,

(ii) a sufficient number (not less than six) of small sterilised dressings for injured fingers,

(iii) a sufficient number (not less than three) of medium size sterilised dressings for injured hands or feet,

(iv) a sufficient number (not less than three) of large sterilised dressings for other injured parts,

(v) a sufficient number of sterilised burn dressings (small and large),

(vi) a small bottle of antiseptic fluid of chloroxylenol,

(vii) a small graduated medicine glass;

B. For factories in which mechanical power is used and in which the number of persons employed exceeds ten but does not exceed fifty, each first-aid box or cupboard shall contain at least:

(i) a copy of the first-aid leaflet (Form F.I. 1033) issued by the Department of Labour,

(ii) a sufficient number (not less than twelve) of small sterilised dressings for injured fingers,

(iii) a sufficient number (not less than six) of medium size sterilised dressings for injured hands or feet,

(iv) a sufficient number (not less than six) of large sterilised dressings for other injured parts,

(v) a sufficient number of sterilised burn dressings (small and large),

(vi) a sufficient supply of sterilised cotton wool in half-ounce packets,

(vii) a small bottle of antiseptic fluid of chloroxylenol,

(viii) a small graduated medicine glass;

C. For factories employing more than fifty persons, each first-aid box or cupboard shall contain at least:

(i) a copy of the first-aid leaflet (Form F.I. 1033) issued by the Department of Labour,

(ii) a sufficient number (not less than twenty-four) of small sterilised dressings for injured fingers,

(iii) a sufficient number (not less than twelve) of medium size sterilised dressings for injured hands or feet,

(iv) a sufficient number (not less than twelve) of large sterilised dressings for other injured parts,

(v) a sufficient number of sterilised burn dressings (small and large),

(vi) a sufficient supply of sterilised cotton wool in half-ounce packets,

(vii) a small bottle of antiseptic fluid of chloroxylenol,

(viii) a small graduated medicine glass,

(ix) a supply of suitable splints and cotton wool or other material for padding,

(x) a supply of adhesive plaster,

(xi) a tourniquet,

(xii) twelve roller bandages,

(xiii) six triangular bandages,

(xiv) safety pins;

Provided that the items required under sub-paragraphs (ix) to (xiv) need not be included in the standard first-aid box or cupboard:

( a ) where there is a properly equipped ambulance room, or

( b ) if at least one box containing such items and placed and maintained in accordance with the requirements of section 56 of the said Act is separately provided;

D. In lieu of the dressings required under sub-paragraphs (ii) and (iii) of paragraphs A, B and C of this regulation there may be substituted adhesive wound dressings approved by certificate of the Minister for Labour;

E. In all cases all materials for dressings contained in the first-aid boxes or cupboards shall be those designated in, and of a grade and quality not lower than the standard prescribed by the British Pharmaceutical Codex or any supplement thereto;

F. Each first-aid box or cupboard shall be marked plainly "First Aid".

4. These Regulations shall not be deemed not to apply to a factory by reason that there is in force under the said Act as respects that factory any regulation or Order requiring the provision of one or more first-aid boxes or cupboards with certain contents, but these Regulations shall be without prejudice to the operation of any such regulation or Order in so far as it requires a first-aid box or cupboard containing appliances or requisites not required by these Regulations.

5. The First-Aid in Factories Regulations, 1956 ( S.I. No. 166 of 1956 ), are hereby revoked.

EXPLANATORY NOTE.

These regulations specify the first-aid requisites which should be kept in the first-aid box provided in factories in accordance with section 56 of the Factories Act, 1955 .
