FOREIGN POST AMENDMENT (NO. 15) WARRANT, 1974.

I, CONOR CRUISE O'BRIEN, Minister for Posts and Telegraphs, in exercise of the powers conferred on me by sections 2 , 3 and 6 of the Post Office (Amendment) Act, 1969 (No. 18 of 1969), and with the consent of the Minister for Finance, hereby order as follows:

1. (1) This Warrant may be cited as the Foreign Post Amendment (No. 15) Warrant, 1974.

(2) This Warrant shall come into operation on the 1st day of October, 1974.

2. In this Warrant "the Principal Warrant" means the Foreign Post Warrant, 1949 ( S.I. No. 267 of 1949 ).

3. The First Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 10 of the Foreign Post Amendment (No. 13) Warrant, 1971 ( S.I. No. 198 of 1971 ), and amended by Regulation 3 of the Foreign Post Amendment (No. 14) Warrant, 1973 ( S.I. No. 154 of 1973 )) of the entries in the First Schedule to this Warrant.

4. The Second Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 5 of the Foreign Post Amendment (No. 12) Warrant, 1971 ( S.I. No. 32 of 1971 ), and amended by Regulation 4 of the Foreign Post Amendment (No. 14) Warrant, 1973) of the entries in the Second Schedule to this Warrant.

5. The Fourth Schedule to the Principal Warrant is hereby amended by the substitution for the entries therein (inserted by Regulation 6 of the Foreign Post Amendment (No. 14) Warrant, 1971) of the entries in the Third Schedule to this Warrant.

6. The Foreign Post Amendment (No. 4) Warrant, 1956 ( S.I. No. 148 of 1956 ), is hereby amended by the substitution of the following for paragraph (1) of Regulation 5:

"(1) There shall be charged and paid on every mail bag containing printed packets to which this Warrant applies for every two pounds weight of the mail bag and its contents whichever of the following rates is appropriate;

( a ) in case the mail bag and its contents are conveyed by surface means, 22p, and

( b ) in case the mail bag and its contents are conveyed by air over all or part of its route, a rate not exceeding 165p."

7. The Foreign Post Amendment (No. 5) Warrant, 1957 ( S.I. No. 58 of 1957 ), is hereby amended by the substitution of the following Regulation for Regulation 5 (inserted by Regulation 8 of the Foreign Post Amendment (No. 14) Warrant, 1973):

"5. (1) Subject to the following paragraphs of this Regulation there shall be charged and paid on outgoing packets to which this Warrant applies the following rates of postage:

For a packet not exceeding 2 oz.

(2) Where the Minister has made arrangements with the senders for the transmission of outgoing packets to which this Warrant applies in mail bags provided by the Minister, there shall be charged and paid on every mail bag containing such packets the following rates of postage:

( a ) For every two pounds weight of the mail bag and its contents conveyed by surface means, 18p, and

( b ) For every two pounds weight of the mail bag and its contents conveyed by air over all or part of the route, a rate not exceeding 161 p.

(3) For the purpose of paragraph 2 of this Regulation the weight of the mail bag and its contents shall be calculated to the nearest two pounds.

(4) Where the postage is charged and paid in respect of a mail bag under paragraph (2) of this Regulation, postage shall not be charged on the individual packets contained in the mail bag."

EXPLANATORY NOTE.

This Warrant applies to the Foreign Post service and comes into operation on 1st October, 1974. It authorises increases in the postage rates for letters, postcards, printed packets (ordinary rate, reduced rate and bulk post rate) and small packets as well as in the fees for the registration and insurance services and in the fees for various miscellaneous services. The Warrant also provides for an accelerated surface service for the conveyance of printed paper bulk post.
