ROAD TRAFFIC (LICENSING OF DRIVERS) (AMENDMENT) REGULATIONS, 1973.

The Minister for Local Government in exercise of the powers conferred on him by section 5, sub-section (3) of section 22, sections 33, 34, sub-section (2) of section 35 and section 42 of the Road Traffic Act, 1961 (No. 24 of 1961) hereby makes the following Regulations:—

1. These Regulations may be cited as the Road Traffic (Licensing of Drivers) (Amendment) Regulations, 1973.

2. These Regulations shall come into operation on 1st day of June, 1973.

3. (1) These Regulations and the Road Traffic (Licensing of Drivers) Regulations, 1964 to 1969 shall be construed as one and may be cited together as the Road Traffic (Licensing of Drivers) Regulations, 1964 to 1973.

(2) In these Regulations, "the Principal Regulations" means the Road Traffic (Licensing of Drivers) Regulations, 1964 ( S.I. No. 29 of 1964 ).

4. Sub-article (3) of article 8 of the Principal Regulations is hereby revoked.

5. Sub-article (2) of article 10, sub-article (2) of article 17 and sub-article (2) of article 24 of the Principal Regulations are hereby amended by the substitution for the words "two shillings and six pence" of the words "fifty new pence".

6. Article 20 of the Principal Regulations is hereby amended by the substitution for the words "one pound" of the words "two pounds".

7. Sub-articles (7B) and (7C) of article 22 of the Principal Regulations as inserted by article 7 of the Road Traffic (Licensing of Drivers) (Amendment) Regulations, 1966 ( S.I. No. 47 of 1966 ) are hereby revoked.

8. Article 27 of the Principal Regulations is hereby amended by the substitution for sub-article (1) of the following sub-article:

"(1) The fee to be paid to the issuing authority on application for a certificate of competency shall be £3 on the first such application by a person and shall be £1 on a second or subsequent such application by that person."

9. The form set out in the First Schedule to these Regulations shall be substituted for the form set out in Part V of the First Schedule to the Principal Regulations.

10. The form set out in the Second Schedule to these Regulations shall be substituted for the form set out in Part VI of the First Schedule to the Principal Regulations.

11. The form set out in the Third Schedule to these Regulations shall be substituted for the form set out in Part X of the First Schedule to the Principal Regulations.

EXPLANATORY NOTE.

These Regulations amend the Road Traffic (Licensing of Drivers) Regulations, 1964, so as to provide for:

1. The fee for a provisional licence to be increased from one pound to two pounds;

2. The fee for a driving test to be increased from one pound to three pounds in respect of a first application;

3. Payment of an increased fee of 50p to a licensing authority for

(a) furnishing information on a driving licence or provisional licence and

(b) issue of a duplicate driving licence or provisional licence;

4. An applicant for a driving licence, a provisional licence, or a certificate of fitness to state his date of birth on his form of application;

5. Elimination of refunds on the surrender of provisional licences;

6. Revised forms of application for driving licences, provisional licences and certificates of fitness.
