RROAD TRAFFIC (SPEED LIMITS) (COUNTY BOROUGH OF LIMERICK AND COUNTY OF LIMERICK) REGULATIONS, 1972.

The Minister for Local Government in exercise of the powers conferred on him by sections 5 , 45 and 46 of the Road Traffic Act, 1961 (No. 24 of 1961), amended as regards the said section 46 by section 25 of the Road Traffic Act, 1968 (No. 25 of 1968), hereby makes the following Regulations—

1 Citation.

1. These Regulations may be cited as the Road Traffic (Speed Limits) (County Borough of Limerick and County of Limerick) Regulations, 1972.

2 Commencement.

2. These Regulations shall come into operation on the 20th day of November, 1972.

3 Interpretation.

3. In these Regulations save where the context otherwise requires—

"the Act" means the Road Traffic Act, 1961 ;

"road" means a public road;

"special speed limit" and "built-up area speed limit" have the meanings respectively assigned to them in Part IV of the Act;

"distance" means distance as measured along the centre line of a road;

"perimeter road" means a road on and along the roadway of which there runs the boundary of a county or other borough, an urban district or a town.

4 Built-up area speed limit.

4. (1) Each of the roads described in the First Schedule to these Regulations is hereby declared not to be a public road in a built-up area for the purposes of section 45 of the Act.

(2) Each of the roads described in the Second Schedule to these Regulations is hereby declared to be a public road in a built-up area for the purposes of section 45 of the Act.

5 Special speed limits.

5. (1) Forty miles per hour shall be the speed limit for mechanically propelled vehicles on the roads specified in the Third Schedule to these Regulations.

(2) Fifty miles per hour shall be the speed limit for mechanically propelled vehicles on the road specified in the Fourth Schedule to these Regulations.

6 Exceptions.

6. There shall be excepted from the special speed limits prescribed in article 5 of these Regulations and from the built-up area speed limit the following vehicles when being used in the performance of statutory powers or duties:—

(a) ambulances,

(b) fire brigade vehicles, and

(c) vehicles used by members of the Garda Síochána.

7 Revocation.

7. The Road Traffic (Speed Limits) (County Borough of Limerick and County of Limerick) Regulations, 1966 ( S.I. No. 80 of 1966 ) and the Road Traffic (Speed Limits) (County Borough of Limerick and County of Limerick) (Amendment) Regulations, 1969 ( S.I. No. 28 of 1969 ) are hereby revoked.

FIRST SCHEDULE

Roads declared not to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads in the County Borough of Limerick:—

(a) The Meelick Road between the county borough boundary and a point 150 yards north-west of its junction with the road joining the said road with Landsdowne Park.

(b) The road from Sixmilebridge to Watch House Cross Roads for a distance of 950 yards from the county borough boundary.

(c) The Long Pavement for a distance of 800 yards from the point where the county borough boundary intersects the eastern side of the road.

(d) The Corbally Road for a distance of 120 yards from the county borough boundary.

(e) The Dublin Road between the county borough boundary and a point 130 yards west of its junction with St. Lelia Street.

(f) The Tipperary Road between the county borough boundary and a point 65 yards north-west of its junction with St. Patrick's Road.

(g) The Kilmallock Road for a distance of 1,225 yards from the county borough boundary.

(h) The Ballinacurra Road between the county borough boundary and a point 200 yards south-west of Punch's Cross.

(i) The Limerick-Foynes road for a distance of 850 yards from the county borough boundary.

2. The following roads in the town of Newcastle West :—

(a) The Drumcollogher Road, the Bruff Line, The Dromin Road, The Athea Road.

(b) The Rathkeale Road for a distance of 820 yards from the point where the town boundary intersects the north-western side of the road.

(c) The road joining the Rathkeale Road at Lacey's Cross for a distance of 800 yards from the said Cross.

(d) The road joining the Foynes Road at Churchtown to the County Home, Three Roads.

(e) The Killarney Road for a distance of 360 yards from the town boundary.

(f) The Monagay Road for a distance of 400 yards from the town boundary.

(g) The road connecting the Monagay Road with the Killeedy road.

(h) The Killeedy Road for a distance of 675 yards from the point where the town boundary intersects the western side of the road.

(i) The New Road for a distance of 50 yards from its junction with the Drumcollogher Road.

3. The following roads in the town of Rathkeale :—

(a) The Weir Road, The Tally-ho or Cool Cappagh Road.

(b) The Ballingarry Road for a distance of 800 yards from the town boundary.

(c) The Adare Road between the town boundary at Five Roads and a point 390 yards east of its junction with Roche's Road.

(d) The Bog or Ballingarrane Road for a distance of 1,000 yards from the town boundary.

(e) The Askeaton Road for a distance of 200 yards from Holy Cross.

(f) The Newcastle West Road for a distance of one mile from the town boundary at Ardbohill.

SECOND SCHEDULE

Roads declared to be public roads in a built-up area for the purposes of section 45 of the Act.

1. The following roads at Abbeyfeale :—

(a) Colbert Terrace, Market Square, Old Church Street.

(b) The Limerick-Killarney road between a point 650 yards east of its junction with Chapel Street and a point 770 yards south of the said junction.

(c) Chapel Street and its continuation northwards to Allaghaun Bridge.

(d) The Listowel Road for a distance of 100 yards from its junction with Chapel Street.

(e) The Mount Collins Back Road for a distance of 500 yards from its junction with the Limerick-Killarney road.

2. The following road at Annacotty:—

The Limerick-Dublin road between a point 300 yards west of the western abutment of Annacotty bridge and a point 200 yards east of the eastern abutment of that bridge.

3. The following roads at Askeaton :—

(a) Plunkett Road, Barrack Road, William Street, Brewery Lane, St. Mary's Terrace, Mussel Lane, Coastguard Station Road.

(b) The Limerick-Foynes road between a point 155 yards west of its junction with St. Francis Terrace and a point 520 yards west of its junction with Plunkett Road.

(c) The Ballycullen Road between its junction with William Street and its junction with Plunkett Road.

(d) Quay Road for a distance of 150 yards from its junction with the Limerick-Foynes road.

4. The following roads at Ballingarry :—

(a) The Mall.

(b) The Rathkeale-Kilmallock road between a point 330 yards north of its junction with Sunday's Well Road and a point 330 yards south-east of its junction with the Drumcollogher Road.

(c) Sunday's Well Road for a distance of 55 yards from its junction with the Rathkeale-Kilmallock road.

(d) The Croom Road for a distance of 170 yards from its junction with the Rathkeale-Kilmallock road.

5. The following roads at Bruff :—

(a) The Limerick-Kilmallock road between a point 730 yards north of its junction with the Hospital Road and a point 580 yards south of the said junction.

(b) The Athlacca Road for a distance of 150 yards from its junction with the Limerick-Kilmallock road.

(c) The Bulgaden Road for a distance of 125 yards from its junction with the Limerick-Kilmallock road.

(d) The road joining the Bulgaden Road with the Limerick-Kilmallock road,

(e) The Hospital Road for a distance of 400 yards from its junction with the Limerick-Kilmallock road.

6. The following roads at Caherconlish :—

(a) The Limerick-Mitchelstown road between a point 30 yards north of its junction with the Boher Road and a point 185 yards south-east of its junction with the Kilmurray Road.

(b) The Boher Road for a distance of 65 yards from its junction with the Limerick-Mitchelstown road.

(c) The Kilmurray Road for a distance of 290 yards from its junction with the Limerick-Mitchelstown road.

(d) High Street and its continuation as the Ballyneety Road between the junction of High Street with the Limerick-Mitchelstown road and a point 100 yards south-west of the junction of the Ballyneety Road with the Carrigareely Road.

(e) The Carrigareely Road for a distance of 50 yards from its junction with the Ballyneety Road.

7. The following roads at Cappamore :—

(a) St. Michael's Terrace.

(b) The Limerick-Doon road between a point 90 yards north-west of its junction with the Eyon Road and a point 150 yards south-east of its junction with the Farnanefranklin Road.

(c) The Murroe Road for a distance of 80 yards from its junction with the Limerick-Doon road.

(d) The Farnanefranklin Road for a distance of 100 yards from its junction with the Limerick-Doon road.

(e) Moore Street and its continuation as the Pallasgreen Road between the junction of Moore Street with the Limerick-Doon road and a point 80 yards south of the junction of the Pallasgreen Road with St. Michael's Terrace.

(f) The Eyon Road for a distance of 50 yards from its junction with the Limerick-Doon road.

(g) The road from the Limerick-Doon road to the Sportsfield.

8. The following roads at Croom :—

(a) Bridewell Lane.

(b) The Cork-Limerick road between a point 100 yards south of its junction with the Rathkeale Road and a point 100 yards north of its junction with the Crecora Road.

(c) The Crecora Road for a distance of 430 yards from its junction with the Cork-Limerick road.

(d) High Street and its continuation as the Bruff Road between the junction of High Street with the Cork-Limerick road and a point 25 yards east of the junction of the Bruff Road with the Meanus Road.

(e) The Meanus Road for a distance of 25 yards from its junction with the Bruff road.

(f) The Rathkeale Road for a distance of 300 yards from its junction with the Cork-Limerick road.

9. The following roads at Doon:—

(a) The Cappamore-Cappawhite road between a point 260 yards south-east of its junction with the Bilboa Road and a point 325 yards south-east of its junction with the Hollyford Road.

(b) The road dividing the townlands of Doon and Cooga for a distance of 35 yards from its junction with the Cappamore-Cappawhite road.

(c) The Hollyford Road for a distance of 305 yards from its junction with the Cappamore-Cappawhite road.

(d) The Oola Road for a distance of 160 yards from its junction with the Cappamore-Cappawhite road.

10. The following roads at Drumcollogher:

(a) The Square.

(b) The Abbeyfeale-Rathluirc road between a point 150 yards west of its junction with the Tullylease Road and a point 225 yards north-east of its junction with the Square.

(c) The Newcastle West Road for a distance of 150 yards from its junction with the Square.

(d) The Buttevant Road between its junction with the Abbeyfeale-Rathluirc road and a point 70 yards south-east of its junction with the Carroward Road.

(e) The Tullylease Road for a distance of 360 yards from its junction with the Abbeyfeale Road.

11. The following roads at Foynes:

(a) Dernish Avenue, The Hospital Road.

(b) The Limerick-Glin road between a point 25 yards south-east of its junction with Dernish Avenue and a point 50 yards north-west of its junction with the Hospital Road.

(c) The Corgrig Road for a distance of 520 yards from its junction with the Limerick-Glin road.

12. The following roads at Galbally:

(a) The Tipperary-Mitchelstown road between a point 200 yards north-west of its junction with the Cahir Road and a point 100 yards south-west of the said junction.

(b) The Cahir Road for a distance of 300 yards from its junction with the Tipperary-Mitchelstown road.

13. The following roads at Glin:

(a) Main Street, Church Street, Mary Street, Creagh Street, Lower Mall, Dark Road, Marian Park.

(b) South Mall and its continuation as the Abbeyfeale Road for a distance of 240 yards from the junction of South Mall with East Mall.

(c) East Mall and its continuation as the Ballyhahill Road for a distance of 200 yards from the junction of East Mall with South Mall.

14. The following roads at Hospital:

(a) The Limerick-Knocklong road between a point 35 yards north-west of its junction with the Kilteely Road and a point 225 yards south of its junction with the Bruff Road.

(b) The Kilteely Road for a distance of 50 yards from its junction with the Limerick-Knocklong road.

(c) The Tipperary Road for a distance of 460 yards from its junction with the Limerick-Knocklong road.

(d) The Bruff Road for a distance of 260 yards from its junction with the Limerick-Knocklong road.

(e) The Knockainy Road for a distance of 175 yards from its junction with the Limerick-Knocklong road.

15. The following roads at Kilfinnane:

(a) The Square, Chapel Lane or Ballyroe, Lower Main Street.

(b) The Mitchelstown-Kilmallock road between a point 440 yards south-east of its junction with Lower Main Street and a point 290 yards south-west of its junction with the Square.

(c) The Ballyorgan Road for a distance of 150 yards from its junction with the Square.

(d) Castle Lane between its junction with Lower Main Street and a point 10 yards south-east of its junction with the Tipperary Road.

(e) The Laght Road for a distance of 190 yards from its junction with Lower Main Street.

16. The following roads at Kilmallock:

(a) Orr Street, Bohereen Road.

(b) The Limerick-Kilfinnane road between a point 15 yards north of its junction with the Glenfield Road and a point 450 yards south-east of its junction with the Rathluirc-Tipperary road.

(c) The Rathluirc-Tipperary road between a point 200 yards south-west of its junction with the Limerick-Kilfinnane road and a point 165 yards north-east of the said junction.

(d) The Glenfield Road for a distance of 400 yards from its junction with the Limerick Road.

17. The following roads adjacent to the County Borough of Limerick:

(a) The Moylish Road, the Clonmacken Road.

(b) The Roxborough Road where the said road is a perimeter road.

(c) The Limerick-Ennis road between the county borough boundary and a point 200 yards north-west of its junction with the Moylish Road.

(d) The Golf Club Road for a distance of 850 yards from its junction with the Dublin road.

(e) The Monaleen Road for a distance of 1,450 yards from its junction with the Dublin Road.

18. The following road adjacent to the town of Newcastle West:

The Foynes Road for a distance of 220 yards from the town boundary.

THIRD SCHEDULE

Roads in respect of which a special speed limit of 40 miles per hour is prescribed.

1. The following roads at Abbeyfeale:

(a) The Mount Mahon Housing Scheme Road.

(b) The Limerick Road between a point 650 yards east of its junction with Chapel Street and a point 1,450 yards east of the said junction.

2. The following roads at Adare:

(a) The Limerick-Rathkeale road between a point 630 yards north-east of its junction with the Askeaton Road and a point 355 yards south-west of the said junction.

(b) The Askeaton Road for a distance of 370 yards from its junction with the Limerick-Rathkeale road.

3. The following road at Askeaton:

The Limerick road between a point 155 yards west of its junction with St. Francis Terrace and a point 10 yards west of its junction with the Rathkeale Road.

4. The following roads at Ballylanders:

(a) The Limerick-Mitchelstown road between a point 100 yards north-west of its junction with the Galbally road and a point 475 yards south-east of its junction with the Bog road.

(b) The Galbally road for a distance of 100 yards from its junction with the Limerick-Mitchelstown road.

(c) The Kilfinnane road for a distance of 80 yards from its junction with the Limerick-Mitchelstown road.

(d) The Bog road for a distance of 80 yards from its junction with the Limerick-Mitchelstown road.

5. The following road at Glin:

The Foynes-Tarbert road between a point 100 yards north-east of its junction with Mary Street and a point 100 yards north-west of its junction with Dark Road.

6. The following road at Kilbeheny:

The Dublin-Cork road between a point 120 yards north-east of its junction with the Kilglass road and the south-western abutment of Kilbeheny Bridge.

7. The following road at Kildimo:

The Limerick-Askeaton road between a point 150 yards west of its junction with the Old Kildimo Road and a point 320 yards east of the said junction.

8. The following road at Kilmallock:

The Kilfinnane Road between a point 450 yards south-east of its junction with the Rathluirc-Tipperary road and a point 900 yards south-east of the said junction.

9. The following roads in and adjacent to the County Borough of Limerick:

(a) The Limerick-Ennis road between a point 200 yards north-west of its junction with the Moylish Road and a point 600 yards north-west of the said junction.

(b) The Long Pavement between a point 800 yards south of the point where the boundary of the county borough intersects the eastern side of the road and a point 400 yards south of the said boundary.

(c) The Corbally Road from the county borough boundary to a point 120 yards south-west of that boundary.

(d) The Dublin Road between a point 130 yards west of its junction with St. Lelia Street and a point 250 yards east of its junction with the Monaleen Road, excluding that portion of the road between the county borough boundary and a point 100 yards east of the junction of the road with the Dromroe Road.

(e) The Tipperary Road between a point 65 yards north-west of its junction with St. Patrick's Road and a point 700 yards north-west of the county borough boundary.

(f) The Ballinacurra Road between a point 200 yards south-west of Punch's Cross and a point 435 yards south-west of its junction with the Raheen Road.

(g) The Limerick-Foynes road between a point 850 yards north-east of the boundary of the county borough and a point 400 yards north-east of the said boundary.

(h) The Mungret Road for a distance of 350 yards from its junction with the Ballinacurra Road.

10. The following road in and adjacent to the town of Newcastle West:

The Killarney Road between a point 360 yards north-east of the town boundary and a point 80 yards south-west of the said boundary.

11. The following road at Oola:

The Limerick-Cahir road between a point 600 yards north-west of its junction with the Cullen Road and a point 440 yards south-east of the said junction.

12. The following road at Pallas Green (New):

The Limerick-Oola road between a point 380 yards north-west of its junction with the Nicker Road and a point 100 yards south-east of the said junction.

13. The following roads at Patrickswell:

(a) Marian Park.

(b) The Limerick-Adare road between a point 200 yards north-east of its junction with the Clarina-Crecora road and a point 700 yards south-west of the said junction.

FOURTH SCHEDULE

Road in respect of which a special speed limit of 50 miles per hour is prescribed.

1. The following road adjacent to the County Borough of Limerick:

The Dublin road between the county borough boundary and a point 100 yards east of its junction with the Dromroe Road.

EXPLANATORY NOTE.

These Regulations replace the Road Traffic (Speed Limits) (County Borough of Limerick and County of Limerick) Regulations, 1966 and 1969, and alter the speed limits applicable to certain roads in these areas.

Ambulances, fire brigade vehicles and vehicles used by members of the Garda Síochána, while being used in the performance of statutory powers or duties, are excepted from the speed limits imposed by these Regulatitons.
