EXPLANATORY NOTE.

Sections 9 and 10 of the Social Welfare (Miscellaneous Provisions) Act, 1968 (No. 31 of 1968) contain provisions enabling an incapacitated person receiving old age pension, either contributory or noncontributory, or, being a widow aged 70 or over, contributory widow's pension to be paid an increase of pension in respect of a prescribed female relative who resides with him or her for the purpose of providing full-time care and attention, subject to certain conditions. One of these conditions is that the prescribed female relative must have left insurable employment and have had not less than 156 employment contributions paid in a prescribed period. These Regulations enable employment prior to the 5th January, 1953, which was insurable under the National Health Insurance Acts, 1911 to 1952, or the Widows' and Orphans' Pensions Acts, 1935 to 1952, and employment contributions paid under those Acts, to be taken into account for the purpose of satisfying this condition.
