SOCIAL WELFARE (CONTRIBUTIONS) (AMENDMENT) (No. 2) REGULATIONS, 1967.

I, JOSEPH BRENNAN, Minister for Social Welfare, in exercise of the powers conferred on me by section 3 of the Social Welfare Act, 1952 (No. 11 of 1952) and by section 9 of that Act as amended by section 4 of the Social Welfare (Amendment) Act, 1960 (No. 25 of 1960), hereby make the following Regulations:—

1. (1) These Regulations may be cited as the Social Welfare (Contributions) (Amendment) (No. 2) Regulations, 1967.

(2) The Social Welfare (Contributions) Regulations, 1953 to 1965, the Social Welfare (Contributions) (Amendment) Regulations, 1967 ( S.I. No. 89 of 1967 ), and these Regulations may be cited collectively as the Social Welfare (Contributions) Regulations, 1953 to 1967.

2. In these Regulations "the Principal Regulations" means the Social Welfare (Contributions) Regulations, 1953 ( S.I. No. 5 of 1953 ).

3. Sub-article (2) of Article 13A (inserted by the Social Welfare (Contributions) (Amendment) Regulations, 1961 ( S.I. No. 139 of 1961 ) ) of the Principal Regulations, as amended by the Social Welfare (Contributions) (Amendment) Regulations, 1962 ( S.I. No. 210 of 1962 ), by the Social Welfare (Contributions) (Amendment) Regulations, 1963 ( S.I. No. 263 of 1963 ) and by the Social Welfare (Contributions) (Amendment) Regulations, 1965 ( S.I. No. 258 of 1965 ) is hereby further amended by—

(a) the substitution in paragraph (iv) for the words "commencing on or after the 3rd day of January, 1966", of the words "in the period commencing on the 3rd day of January, 1966, and ending on the 30th day of October, 1966," and

(b) the addition thereto of the following paragraphs:—

"(v) The amount of a contribution paid in respect of a contribution week in the period commencing on the 31st day of October, 1966 and ending on the 31st day of December, 1967 to be returned to an insured person under sub-article (1) of this article shall be—

(a)

in respect of an employment contribution paid under paragraph 1, paragraph 3A, paragraph 6 or paragraph 7 of the Second Schedule to the Act... ...

EXPLANATORY NOTE

The Social Welfare (Miscellaneous Provisions) Acts, 1966 and 1967 make provision for, inter alia, increased rates of insurance contributions with effect from 31st October, 1966, and 1st January, 1968, respectively. These regulations provide for the return to a person, who entered insurance after the age of 60 and who was not insured before the age of 60 under the National Health Insurance Acts, 1911 to 1952, of the amount of the increased rates paid in respect of old age (contributory) pension.
