MATERNITY AND CHILD HEALTH SERVICES (AMENDMENT) (No. 2) REGULATIONS, 1966.

The Minister for Health, in exercise of the powers conferred on him by section 5 of the Health Act, 1947 (No. 28 of 1947) and section 22 of the Health Act, 1953 (No. 26 of 1953) (as amended by section 2 of the Health Act, 1954 (No. 23 of 1954)), hereby makes the following regulations:—

1. These Regulations may be cited as the Maternity and Child Health Services (Amendment) (No. 2) Regulations, 1966.

2. The Maternity and Child Health Services (Amendment) Regulations, 1964 ( S.I. No. 158 of 1964 ) are hereby amended—

(a) by the substitution of the following article for article 16:

" 16. The obstetrical requisites which a health authority shall make available to a woman entitled to such requisites under subsection (5) of section 16 of the Act shall be—

(a) (i) twenty-four ounces of gauze and cotton tissues,

(ii) eight ounces of absorbent cotton wool,

(iii) one ounce of absorbent lint,

(iv) one four-ounce bottle of antiseptic fluid of a suitable type,

(v) not more than thirty grammes of sterile cord powder in a suitable container,

(vi) three suitable cord ligatures, and

(b) such other obstetrical requisites as may be specified by the Minister from time to time and as may be certified to be necessary for the woman by the appropriate registered medical practitioner providing services under article 9 of these Regulations in respect of the period commencing at the onset of labour and ending fourteen days after its termination ".

(b) by the substitution of " one thousand two hundred pounds " for " eight hundred pounds " in sub-article (6) of article 13, in sub-article (4) of article 20, in sub-article (3) of article 23 and in sub-article (4) of article 25.

3. Each reference in the Maternity and Child Health Services (Amendment) Regulations, 1964 to section 15 of the Health Act, 1953 shall be construed as a reference to that section as amended by any Act passed after the passing of that Act (including the Health and Mental Treatment (Amendment) Act, 1966 (No. 2 of 1966)).

4. The Maternity and Child Health Services (Amendment) Regulations, 1966 ( S.I. No. 70 of 1966 ) are hereby revoked.

EXPLANATORY NOTE.

These regulations amend the Maternity and Child Health Services (Amendment) Regulations, 1964 by adding two items—sterile cord powder and cord ligatures—to the pack of obstetrical requisites issued by health authorities to an eligible mother whose confinement takes place otherwise than in a hospital or maternity home.

Some other minor amendments are made in the 1964 regulations to take account of the change from £800 to £1,200 in the limit on yearly means for eligibility for the Maternity and Infant Care Service effected under the Health and Mental Treatment (Amendment) Act, 1966 and regulations containing similar amendments which were made earlier this year are revoked.
