S.I. No. 64/1961 - Statistics (Census of Population) Order, 1961.


The Taoiseach, in pursuance of the powers conferred by sub-section (1) of Section 16 of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), hereby orders as follows :—

1. This Order may be cited as the Statistics (Census of Population) Order, 1961.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. Statistics shall be collected of the following subject matter, nature and character, that is to say :—

(a) Population ;

(b) Names, sex and date of birth ;

(c) Condition as to marriage, relationship to head of household ;

(d) Fertility of marriage ;

(e) Birthplace ;

(f) Religious belief ;

(g) Knowledge of the Irish Language ;

(h) Principal occupation, employment status, employer and employer's business ;

(i) Subsidiary occupation of persons with principal occupation in agriculture ;

(j) Houses, buildings and other habitations, acreage and valuation of agricultural holdings ;

(k) Private dwellings—nature of occupancy, rent, number of rooms, water supply, sanitary facilities, year in which built and electricity supply ;

as of the night of Sunday, 9 April, 1961, and the next following morning.

4. The following are the persons, or classes of persons, by whom returns are to be made, or information is to be given, for the purpose of the said statistics, that is to say :—

(a) the head or other person acting as head of a private household ;

(b) the person in charge of an institution, such as a hotel, club, guest-house, hostel, boarding house, lodging house, boarding school, college, convent, monastery, barracks, prison, hospital, county home, nursing home, mental hospital, or other establishment of any kind ;

(c) the master or other person in charge of a vessel in any harbour, port, bay, creek, lake, river, canal or elsewhere in waters within the jurisdiction of the State ;

(d) individuals.

5.—(1) Returns shall be made, information shall be given, and the statistics shall be collected in the manner provided by the forms set out in the Schedule hereto.

(2) The collection of the statistics shall be carried out through the persons appointed under this Order to be authorised persons and shall be completed within the period of three months beginning on the 9th day of April, 1961.

6.—(1) The Commissioner of the Garda Síochána may appoint such and so many persons (being members of the Garda Síochána) as he thinks fit to be authorised persons for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their offices or in such other distinguishing manner as the said Commissioner thinks fit.

(2) There shall be issued to every authorised person appointed under this paragraph a certificate signed by a member of the Garda Síochána, not below the rank of Superintendent, certifying that such person has been so appointed.

(3) A member of the Garda Síochána who, while wearing his uniform as such member, produces a certificate under this paragraph to the effect that he has been appointed an authorised person shall, until the contrary is proved, be deemed to be an authorised person.

7.—(1) The Minister for Posts and Telegraphs may appoint such and so many persons, serving in the Department of Posts and Telegraphs, as he thinks fit to be authorised persons for the purposes of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their offices or in such other distinguishing manner as the said Minister thinks fit.

(2) There shall be issued to every authorised person appointed under this paragraph a certificate signed by an officer of the Department of Posts and Telegraphs, not below the rank of Superintendent, certifying that such person has been so appointed.

(3) An official of the Department of Posts and Telegraphs who, while wearing his uniform as such official, produces a certificate under this paragraph to the effect that he has been appointed an authorised person shall, until the contrary is proved, be deemed to be an authorised person.

8.—(1) The Taoiseach may appoint such and so many persons as he thinks fit to be authorised persons (to be known as Temporary Civilian Enumerators) for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or in such other distinguishing manner as the Taoiseach thinks fit.

(2) There shall be issued to every authorised person appointed under this paragraph a certificate signed by an officer of the Central Statistics Office, of the Department of the Taoiseach, not below the rank of Assistant Principal Officer, certifying that such person has been so appointed.

(3) There shall be issued to every authorised person appointed under this paragraph an armlet bearing the words " Áiritheoir Oifigiúil ".

(4) A person who, while wearing an armlet as described in sub-paragraph (3) of this paragraph, produces a certificate under this paragraph to the effect that he has been appointed an authorised person shall, until the contrary is proved, be deemed to be an authorised person.

9. Every authorised person when acting under this Order shall on demand produce and show the certificate issued to him under this Order.

10. The forms set out in the Schedule hereto shall be used for the collection of the said statistics.

CENSUS OF POPULATION, 1961.

ENUMERATION OF HOTELS, HOSPITALS AND SIMILAR ESTABLISHMENTS.

1. It is the responsibility of the person in charge of each hotel, hospital or similar establishment to ensure that the required particulars of all persons who spend the night of Sunday, 9th April, 1961, in the establishment or who arrive and are received into the establishment on the morning of Monday, 10th April, 1961, not having been enumerated elsewhere, are included in the Form(s) A in respect of the establishment. The completed Form(s) A should be ready for collection by the Enumerator on the morning of Monday, 10th April, 1961.

2. If the person in charge of the establishment or any member of the staff resides, with his/her family, on the premises, that person, together with his/her family is to be regarded as a distinct private household and is to receive and fill up a separate Form A (including Questions Q to X at the bottom of the Form) for that household.

3. Each guest in a hotel, etc., who is accompanied by a member of his/her family, or by a servant, is, together with such persons, to be regarded as a distinct household and is to receive and fill up a separate Form A for that household. Questions Q to X, inclusive, of Form A should not be answered in this case.

4. All persons to be enumerated in the establishment, other than those referred to in paragraphs 2 and 3, should be taken together as one household in respect of which one or more Forms A—depending on the number of persons involved—should be filled up by the person in charge of the establishment. Questions Q to X of Form A should not be answered in this case.

5. It is appreciated that, where large numbers of persons are involved, the person in charge of the establishment may have considerable difficulty in collecting, within the time available, all the particulars necessary for completion of Columns D to P, inclusive, of Form A and, also, that some persons may be reluctant to furnish him with the necessary information on the grounds that it is confidential. In such circumstances, in order to facilitate the head of the establishment as well as those persons who are reluctant to furnish him with information regarding their private affairs, a "Separate Return" on a Form A will be accepted from each person concerned. For this purpose, each such person should be given a Form A by the head of the establishment and should be requested to complete Columns A to P, inclusive, of the form. Special envelopes are provided and these should be distributed with the Forms A which are intended for the making of Separate Returns. On completion, the Form A containing a Separate Return may be sealed in the special envelope, on the outside of which the person who filled up the form should write his/her name, relationship to the head of the establishment (i.e., guest, employee, patient, etc.) and sex. The Separate Returns on Form A should be available for collection by the Enumerator, with the other Form(s) A relating to the establishment, on the morning of Monday, 10th April, 1961.

6. In order to ensure that persons who have been given Forms A for the purpose of making Separate Returns are not accidentally omitted from the enumeration, the person in charge of the establishment must write each such person's name in Column A of the main Form A for the establishment, stating also in Columns B and C, respectively, the person's relationship and sex. The words " Separate Return " should be written opposite each such entry.

7. The person in charge of the establishment should ensure that he obtains a sufficient supply of Forms A and envelopes from the Enumerator to enable him to comply with the foregoing instructions. It must be stressed, however, that the " Separate Return " procedure should be resorted to only where, by reason of the number of persons involved or the reluctance of some persons to furnish the required information, the head of the establishment is himself unable to complete the Form(s) A in respect of each person to be enumerated.

EXPLANATORY NOTES

Under the Statistics Acts, 1926 and 1946, and the Census of Population Order, 1961, made thereunder, a return of all the particulars asked for on this form Census Form A) must be made by

(a) The head or other person acting as head of a private household in respect of all persons forming part of the household for Census purposes (See Instruction 1), and in respect of the dwelling occupied.

Note : Persons who board with a household will be regarded as part of the household, and should be entered on the same Form A. If part of the house is sublet to a separate family or a lodger, each head of family or lodger must make a return for his portion of the house on a separate Census Form A.

(b) The person in charge of a hotel, club, guest house, hostel, boarding house, lodging house, boarding school, college, convent, monastery, barracks, prison, hospital, county home, nursing home, mental hospital or other institution in respect of all persons who are to be included as occupants of the establishment for Census purposes (See Instuction 1).

(c) The Master or other person in charge of a vessel in any harbour, port, bay, lake, canal, river, etc., and generally in waters within the jurisdiction of Ireland in respect of persons who were abroad the vessel at midnight on the night of Sunday, 9th April, 1961, or who came on board on the morning of Monday, 10th April, 1961, not having been enumerated elsewhere.

The Census form will be called for as soon as possible after Census date by the Official Enumerator ; in order that he may not be delayed it should be ready with answers written in on the morning of Monday, 10th, April, 1961. If the answers are incomplete or inaccurate, the Enumerator will ask any questions necessary to enable him to complete the form correctly.

If a family is going on holidays, moving to a new address, or leaving the residence unoccupied for any other reason after Census date and before the Official Enumerator call to collect the completed form, should be sent by post to "The Director, Central Statistics Office, Census of Population Division, Dublin". Postage need not be prepaid. In all other cases, the form should be kept for collection by the Official Enumerator.

If any person whose duty it is to make a return to give information necessary for the completion of a return refuses to do so, or wilfully gives false information, or uses otherwise than for the purposes of making the return any information given for that purpose, he or she will be liable to the penalties prescribed in the Statistics Act, 1926 .

The particulars given on this Census form are strictly confidential.

INSTRUCTIONS

1. Name and surname. Column A.

Write the name and surname of each person who is alive on the night of Sunday, 9th April, 1961, and who, whether as a member of the family, or a visitor, boarder, employee or other occupant (a) passes that night in the dwelling of the household or establishment or (b) arrives and is received into the household or establishment on the morning of Monday, 10 April, 1961, not having been enumerated elsewhere.

Enter the name and surname in block capitals.

Babies born at or before midnight 9th April, 1961, should be included. If a baby has not yet been given a name write "baby" and the surname.

Particulars in respect of the head of the household should be entered on the first line of the form.

2. Relationship to head of household. Column B.

State whether "head", "wife", "Son", "daughter", "mother", "daughter-in-law", "son-in-law", or other Relative, "visitor", "boarder", "employee", etc.

Anyone who has a more unsual residence elsewhere should be described as "visitor", whether related to the head of the household or not.

3. Place of Birth. Column H.

If born in eland, write the name of the county of birth at (a) and leave (b) blank. (If born in hospital, give county of residence of mother, not location of hospital).

If born outside Ireland, write the name of the county of birth at (a) and state the year in which the person took up residence in Ireland at (b), or, if a visitor, write "visitor" at (b).

4. Ability to speak the Irish language. Column L.

This question should be answered for persons aged three years and over. Leave blank for children under three years of age.

Write "Irish only" for those persons who can speak only Irish.

Write "Irish and English" for those who can speak Irish and English.

For persons who can read but cannot speak Irish, write "Read but cannot speak Irish".

Do not write anything opposite names of persons who can neither read nor speak Irish.

5. Principal Occupation. Column M.

An entry should be made in this column for every person aged 14 years or over. For each person normally working for payment or profit state in this column the precise occupation or calling at which the person usually works, even if at present umemployed. Vague or indefinite terms should not be used, and the description should be sufficiently detailed to show exactly the kind of work done, (See Instruction 6).

If the person has more than one occupation, the principal occupation only, that is the occupation by which the living is mainly earned, should be stated.

For a person who is out of work and seeking work, state the usual principal occupation in this column.

For a person who is wholly retired from work, state the former principal occupation in this column.

6. Notes on how various occupations should be described.

Agricultural occupations. Such descriptions as "Farmer", "Farm labourer", "Assisting in father's farm", "Farm manager", "Land steward", etc., should be used.

Non-agricultural occupations. If the job is known by a special name, use that name. The type of material worked in should be stated, where applicable. A machine operator should state the type of machine worked.

Managers, supervisors, foremen. The department or type of work managed or supervised should be stated.

Labourers. A labour should be described fully where possible by the type of work done, e.g. "Builder's labour", "Foundry labourer", "Dock labourer", "Road labourer". If normally engaged in labouring work at various job, write "General labour".

Shopkeepers, dealers, shop assistants. If wholly or mainly engaged in selling write "Shopkeeper" or "Dealer" or "Assistant" or "Salesman", as appropriate, and state the type of commodity dealt in, e.g. "Cattle dealer", "Coal merchant", "Cycle dealer", "Shopkeeper (sweet shop)", "Greengrocer", "Draper's assistant". If however, mainly making though also selling, add "Maker", e.g. "Tailor (maker)".

Clerks. A clerk should be described by the type of work done, e.g. "Bank clerk", "Costing clerk" "Accounting clerk", etc.

Civil servants and local government employees. The grade should be stated.

Members of the Garda, Armed forces. The rank should be stated.

Members of religious bodies who are engaged in teaching or in another service or industry. State in Column M whether "Christian Brother, teacher", "Clergyman, teacher", "Nun in charge of laundry", etc.

Nurses. The type of nursing in which employed should be indicated, e.g. "General hospital nurse", "Mental nurse", "Maternity nurse", "Children's nurse", "Nurse (domestic)", etc.

Mechanics. The type of work done should be indicated, e.g. "Motor Car mechanic", "Cycle mechanic", "Radio mechanic", "Aircraft mechanic", "Dental mechanic", "Typewriter mechanic", etc.

Domestic servants. The exact occupation, e.g. "Cook", "Housemaid", "Housekeeper", etc., should be stated.

General. Such terms as "Clerk", "Printer", "Merchant", "Labourer", or "Factory worker" are not sufficiently precise. Instead use such descriptions as "Costing clerk", "Compositor", "Shopkeeper(drapery)" Road labour", "Hosiery machine operative".

7. Employment Status. Column N.

For each person with a job state in this column whether the person, in his or her principal occupation, is an "employee", "employs others" (if he employs one or more persons for the purpose of his business), is "working on own account" (i.e. without paid employes), is "assisting relative" (i.e. not receiving a fixed wage or salary; if a fixed wage or salary is received, the person should be described as an "employee"), or is an "apprentice".

A person whose principal occupation is given as "Company Director" or "Managing Director", in column M should be classed "employee" in this column.

Persons whose only employees are private domestic servants should not be given the description "employs others".

For a person who is out of work and seeking work, write "Out of work" in this column.

For a person who is wholly retired from work write "Retired" in this column.

For other persons leave this column blank.

8. Employer and employer's business. Column O.

These particulars are required only to enable classification to be made of the branch of industry in which working.

An entry should be made in this column for each person with a job. If the person has more than one job, these particulars should be in respect of the job by which the living is mainly earned, i.e. they should be consistent with the entry for "occupation" in Column M.

If the person is out of work, these particulars should relate to the last employer.

If an employer or person working on own account, state the nature of the business carried on.

In the case of a person wholly or mainly engaged in selling, indicate whether the business is wholesale or retail or both.

In the case of farmers, the area (in statute acres) of land farmed and the rateable valuation (land and builings) should be stated. In the case of farmers' relatives assisting and other farm workers the name and address of the farmer for whom they work and the area of the farm, in statute acres, should be stated.

Where the person's employer is engaged in two or more businesses, whether in one establishment or in two distinct establishments, state the precise branch or the business in which the person is employed.

For domestic servants, cooks, waitresses, etc. employed in hotels, restaurants, boarding houses, etc., the name and business of employer should be stated, but for a person in private domestic service write "Private" only in this column.

The nature of business should be described fully. Descriptions such as the following are insufficient by themselves:—"Factory", "manufacturer", "dealer", "merchant", "agent".

9. Instuctions regarding certain other persons aged 14 years or over.

For a young person who has left school and is seeking work but has not yet had a job, write "Not yet at work" in Column M, and leave Columns N and O blank.

If attending a University full-time, write "Student" in Column M (indicating the faculty, e.g. Medicine, Law, Arts, Experimental Science, Agricultural Science, Veterinary Science, etc.) and leave Columns N and O blank.

If at school or college, write "At school" in Column M, adding "Primary", "Secondary", "Vocational", "Business College", etc., as the case may be. Leave Columns N and O blank.

For housewives and other members of household mainly occupied in unpaid domestic duties at home write "Home duties" in Column M and leave Columns N and O blank.

For other persons 14 years of age or over, not at school or college and not at work, who are maily dependant on other persons or on their own private means write "No occupation" or "Private means" in Column M. Leave Columns N and O blank.

10. Subsidiary occupations of persons in agriculture. Agricultural Holdings. Column P.

If a person whose principal occupation, as returned inColumn M, is that of farmer, relative assisting farmer, farm labourer or other agricultural worker, had another job inside or outside the State on which he spent a substantial part of his working time (one month or more) during the past year, this second job, should be stated in Column P, for example "Builder's labourer", "Roadworker", "Labourer on other farm", "Labourer in Sugar Company", "Labourer in Bord na Mona", "Forestry worker", "Fisherman", "Shopkeeper—groceries", "Postman, part-time".

Where the principal occupation as stated in Column M is not that of farmer, and the person is the rated occupier of agricultural land, then "Landholder" should be entered in this column, stating the area of the holding in statute acres and the rateable valuation (land and buildings).
