EXPLANATORY NOTE.

These Regulations alter the procedure for making complaints about books or periodical publications to the Censorship of Publications Board by abolishing the requirement that a prescribed form must be used. They do not alter the rule that the complaint must be in writing, that it must state the grounds on which it is made and that it must be accompanied by a copy of the book or—as the case may be—a copy of each of three recent issues of the periodical publication.
