3.—Every appointment which the Governing Body purported to make at any time before the passing of this Act to an office mentioned in subsection (1) of section 2 of this Act shall be, and shall be deemed always to have been, as valid for all purposes as if that office had stood duly created at that time and that section, modified by the substitution in subsection (2) thereof of a reference to five years for the reference to one year, had been in operation at that time. |
