STATISTICS (CENSUS OF DISTRIBUTION) ORDER, 1957.

The Taoiseach, in pursuance of the powers conferred by subsection (1) of section 16 of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), hereby orders as follows :—

1. Statistics in respect of the year 1956 relating to undertakings carrying on a wholesale or retail distribution of goods or services shall be collected in the year 1957 of the several matters set out in Part I of the Schedule hereto.

2. The following are the classes of persons by whom returns are to be made or information is to be given for the purpose of the said statistics, that is to say, every person carrying on a wholesale or retail distribution of goods or services on whom a sufficient requisition under section 8 (1) of the Statistics Act, 1926 , is made.

3. The forms to be used in the collection of the said statistics shall be the forms indicated in Part II of the Schedule hereto, a set of which, sealed with the Official Seal of the Taoiseach, has been deposited in the Department of the Taoiseach.

4. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

5. This Order may be cited as the Statistics (Census of Distribution) Order, 1957.

SCHEDULE

PART I

The subject matter of this Part relates (save where the context otherwise requires) to the year 1956.

INFORMATION, RETURNS AND PARTICULARS

I. Particulars of establishment.

1. Trading name.

2. Address of establishment.

3. Telephone number.

4. Address of owner.

5. Number of establishments at which business is carried on.

6. Particulars of ownership.

7. Full name or names of proprietor or proprietors, if not a limited company.

8. Whether any products manufactured or repaired.

9. Date of commencement of present ownership.

II. Year of return

The beginning and ending dates of the period covered by the return.

III. Description of business

1. The usual description of the business.

2. Whether establishment is mainly retail or wholesale.

3. Whether establishment is also a sub post office.

4. Main kinds of goods sold or services provided.

IV. Changes in fixed capital assets

1. Increases

(a) Cost of furniture, fittings, machinery and equipment (except vehicles) installed.

(b) Number and cost of vehicles purchased, distinguishing separately new and second-hand vehicles.

(c) Value of work completed on buildings.

2. Decreases

Number and value of vehicles sold.

V. Persons engaged

Number of persons engaged in the business in the week ended 14th April, 1956, distinguishing males and females and those under 18 years of age and those 18 years of age and over, for the following categories :—

(a) Proprietors working in the business.

(b) Members of proprietors' family working in the business if paid no definite wage or salary for their work.

(c) Paid employees working in the business, including relations paid a definite wage or salary, distinguishing separately those engaged full-time and those engaged part-time.

VI. Wages, salaries and commissions paid, distinguishing separately amounts paid to full-time employees and amounts paid to part-time employees

(a) Wages and salaries for week ended 14th April, 1956.

(b) Annual wages and salaries.

VII. Total takings

(A) For betting establishments, the following particulars :—

(1) Bets accepted.

(2) Receipts from other bookmakers for winning bets laid off.

(B) For pawnbrokers, the following particulars :—

(1) Sales at auctions.

(2) Other retail and wholesale sales.

(3) Receipts for repair work.

(4) Receipts from pawnbroking.

(5) Amount of loans advanced on unredeemed pledges becoming available for sale.

(C) For agents and representatives, the following particulars :—

(1) Sales of goods and services showing separately sales of purchased goods and sales on commission for the following categories :—

(a) Retail and wholesale sales of goods.

(b) Receipts for services.

(2) Commission received from principals in Ireland and from other sources.

(D) For hotels, guest houses and holiday camps the following particulars :—

(1) The number of guests.

(2) The number of bed-nights.

(3) Receipts for accommodation and goods and services sold, showing separately :—

(a) Receipts from hotel bills.

(b) Receipts from other sources :—

(i) Bar

(ii) Occasional meals

(iii) Other

(E) For cinemas and theatres the following particulars :—

(1) Total number of paid admissions in the year.

(2) Total seating capacity at end of year.

(3) Number of performances during year.

(4) Receipts during year :—

(a) Gross box office takings.

(b) Sales of goods.

(c) Other receipts.

(F) For undertakings carrying on a wholesale or retail distribution of goods and services, except those specified at (A), (B), (C), (D) and (E) above, the following particulars :—

(1) Sales of goods (including meals and refreshments).

(2) Receipts for services.

VIII. Purchases and payments

(A) For all undertakings carrying on a wholesale or retail distribution of goods or services, except betting establishments, the amounts spent in the year on goods for re-sale.

(B) For betting establishments, particulars of payments showing separately :—

(1) Winnings paid.

(2) Bets laid off.

(3) Excise duty and levies paid on bets.

(C) For cinemas and theatres the following particulars in addition to those specified at VIII (A)

(1) Total entertainment tax paid.

(2) Film hire charges.

IX. Stocks on hand for sale

For all undertakings carrying on a wholesale or retail distribution of goods or services, except betting establishments, the value of goods on hand for sale :—

(1) At the beginning of the year.

(2) At the end of the year.

X. Accounts receivable

For all undertakings carrying on a wholesale or retail distribution of goods or services, except betting and pawnbroking establishments, hotels and guest houses and cinemas, the total amount remaining to be paid on all customers' accounts at the end of the year.

EXPLANATORY NOTE

The purpose of this instrument is to enable a Statutory Census of Distribution to be taken relating to the year 1956, to define its scope and to require that returns be furnished to the Central Statistics Office covering all undertakings in respect of which the prescribed forms have been issued.
