UNEMPLOYMENT INSURANCE (COLLECTION OF CONTRIBUTIONS) (AMENDMENT) REGULATIONS, 1952.

The Minister for Social Welfare, in exercise of the powers conferred on him by the Unemployment Insurance Acts, 1920 to 1952, and of every and any other power him in this behalf enabling, hereby makes the following Regulations :—

1. These Regulations may be cited as the Unemployment Insurance (Collection of Contributions) (Amendment) Regulations, 1952.

2. These Regulations shall come into operation on the 6th day of October, 1952.

3. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

4. In these Regulations—

"the Acts" means the National Health Insurance Acts, 1911 to 1952, the Widows' and Orphans' Pensions Acts, 1935 to 1952, and the Unemployment Insurance Acts, 1920 to 1952;

"insurance card" means a card issued by the Minister for Social Welfare to or upon which insurance stamps are to be affixed or impressed ;

"insurance stamp" means a stamp to be affixed to or impressed upon an insurance card in payment of all contributions under the Acts (other than contributions under special schemes or supplementary schemes under the Unemployment Insurance Act, 1920, and contributions under that Act payable before the 6th day of October, 1952, which are in arrear and unpaid on that date) due in respect of an insured contributor;

"the principal Regulations" means the Unemployment Insurance (Collection of Contributions) Regulations, 1920 (S. R. & O., No. 2014 of 1920).

5. (1) A contribution under the Unemployment Insurance Acts, 1920 to 1952 (other than a contribution payable before the 6th day of October, 1952, or payable under a special scheme or supplementary scheme) shall be paid by means of an insurance stamp affixed to or impressed upon an insurance card.

(2) The value of the insurance stamp to be affixed or impressed in respect of any week shall be the sum of all the contributions under the Acts payable in respect of the contributor for that week.

(3) For the purpose of the principal Regulations, an insurance stamp to be affixed to or impressed upon an insurance card in pursuance of this Regulation shall be deemed to be an unemployment insurance stamp and the card shall be deemed to be an unemployment insurance book.

6. (1) Paragraph (1) of Regulation 3 of the principal Regulations is hereby amended by deleting therefrom "and shall sign the book forthwith in the space provided for the purpose".

(2) Paragraph (2) of Regulation 7 of the principal Regulations is hereby amended by deleting therefrom "not exceeding fifty-three weeks from the date of the issue thereof".
