FLOUR AND BREAD (RATIONING) ORDER, 1946 (THIRD AMENDMENT) ORDER, 1947.

I, SEÁN F. LEMASS, Minister for Industry and Commerce, in exercise of the powers conferred on me by Article 31 of the Emergency Powers Order, 1939 (S. R. & O. No. 224 of 1939), as amended by the Emergency Powers (No. 173) Order, 1942 (S. R. & O. No. 166 of 1942) (which Orders are continued in force by the Supplies and Services (Temporary Provisions) Act, 1946 (No. 22 of 1946)), hereby order as follows :

1. This Order may be cited as the Flour and Bread (Rationing) Order, 1946 (Third Amendment) Order, 1947.

2.—(1) In this Order, the expression " the Principal Order " means the Flour and Bread (Rationing) Order, 1946 ( S. R. & O. No. 388 of 1946 ), as amended by the Flour and Bread (Rationing) Order, 1946 (First Amendment) Order, 1947 ( S. R. & O. No. 56 of 1947 ), and the Flour and Bread (Rationing) Order, 1946 (Second Amendment) Order, 1947 ( S. R. & O. No. 243 of 1947 ).

(2) The Principal Order and this Order shall be construed together as one order.

3. Article 38 of the Principal Order is hereby amended by the addition of the following paragraphs:—

" (5) Notwithstanding anything contained in this Order—

(a) a domestic consumer may purchase flour which is wheatmeal or which represents 100 per cent. of the wheat from which it is derived from a flour retailer, and the flour retailer may sell such flour to the domestic consumer, on the surrender by the domestic consumer to the flour retailer of a flour confectionery coupon which forms part of a general ration book of which the consumer is the holder, being a coupon which is valid for the ration week in which the purchase is made,

(b) a flour retailer (in this sub-paragraph referred to as the purchaser) may purchase flour which is wheatmeal, or which represents 100 per cent. of the wheat from which it is derived from another flour retailer or a flour wholesaler (not being the holder of a licence under the Agricultural Produce (Cereals) Acts, 1933 to 1939, authorising him to mill wheatenmeal) and the other retailer or the wholesaler may sell such flour to the purchaser, on the surrender by the purchaser to the other retailer or the wholesaler of a flour confectionerycoupon which is valid for the ration week in which the purchase is made or any of the four next preceding weeks,

(c) a flour wholesaler (in this sub-paragraph referred to as the purchaser) (not being the holder of a licence under the Agricultural Produce (Cereals) Acts, 1933 to 1939 authorising him to mill wheatenmeal) may, purchase flour which is wheatmeal or which represents 100 per cent. of the wheat from which it is derived from another such wholesaler, and the other wholesaler may sell such flour to the purchaser, on the surrender by the purchaser to the other wholesaler of a flour confectionery coupon which is valid for the ration week in which the purchase is made or any of the four next preceding weeks.

" (6) The quantity of flour such as is mentioned in paragraph (5) of this Article which may be purchased or sold on the surrender under this Article of a flour confectionery coupon shall be—

(a) the quantity declared by a supplemental order to be the wheatmeal exchange value of a flour confectionery coupon, or

(b) until such a supplemental order is made ½ lb. of such flour."
