STATUTORY RULES AND ORDERS. 1939. No. 242.

PRESCRIBED PROPORTION OF VALUE (MIRRORS) REGULATIONS, 1939.

WHEREAS it is enacted by subsection (1) of section 16 of the Finance (Agreement with United Kingdom) Act, 1938 (No. 12 of 1938), that it shall be lawful for the Minister for Industry and Commerce to make regulations prescribing the proportion of the value of an article which must be the result of labour within a particular country in order that such article may be treated for the purpose of the said Act as an article manufactured in that country :

AND WHEREAS it is enacted by subsection (2) of the said section that different regulations may be made under subsection (1) of the said section in respect of different classes or descriptions of articles :

AND WHEREAS by virtue of subparagraph (b) of paragraph 7 of the Emergency Imposition of Duties (No. 178) Order, 1939 (Statutory Rules and Orders, No. 66 of 1939), the provisions of section 16 of the said Finance (Agreement with United Kingdom) Act, 1938 , and the regulations made under that section apply and have effect in relation to mirrors (whether framed or not framed or backed or not backed) :

NOW, the Minister for Industry and Commerce, in exercise of the powers conferred on him by section 16 of the Finance (Agreement with United Kingdom) Act, 1938 (No. 12 of 1938), as applied by subparagraph (b) of paragraph 7 of the Emergency Imposition of Duties (No. 178) Order, 1939 (Statutory Rules and Orders, No. 66 of 1939), and of every and any other power him in this behalf enabling, hereby makes the following regulations :—

1. These Regulations may be cited as the Prescribed Proportion of Value (Mirrors) Regulations, 1939.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to these Regulations.

3. The proportion of the value of any mirror (whether framed or not framed or backed or not backed) which must be the result of labour within a particular country in order that such mirror may be treated for the purpose of the Finance (Agreement with United Kingdom) Act, 1938 (No. 12 of 1938), as applied by the Emergency Imposition of Duties (No. 178) Order, 1939 (Statutory Rules and Orders, No. 66 of 1939), as a mirror manufactured in that country shall, as on andfrom the 30th day of September, 1939, be fifty per cent. in lieu of the proportion prescribed by subparagraph (b) of paragraph 2 of the Agreement with United Kingdom (Prescribed Proportion of Value) Regulations, 1938 (Statutory Rules and Orders, No. 185 of 1938), as so applied.
