REGULATIONS MADE BY THE MINISTER FOR LOCAL GOVERNMENT AND PUBLIC HEALTH UNDER THE NATIONAL HEALTH INSURANCE ACTS, 1911 To 1936.

Dated this 8th day of March, 1937.

The Minister for Local Government and Public Health, in exercise of the powers conferred on him by the National Health Insurance Acts, 1911 to 1936, and of all other powers enabling him in that behalf, hereby makes the following Regulations:—

*1.—(1) These Regulations may be cited as the National Health Insurance (Collection of Contributions) Amendment Regulations, 1937, and these Regulations and the National Health Insurance (Collection of Contributions) Consolidated Regulations (Ireland), 1918 (hereinafter called "the principal Regulations"), the National Health Insurance (Collection of Contributions) Regulations (Ireland), 1920, the National Health Insurance (Collection of Contributions) Regulations (Ireland), 1921, the National Health Insurance (Collection of Contributions) Amendment Regulations, 1928, and the National Health Insurance (Collection of Contributions) Amendment Regulations, 1929, may be cited together as the National Health Insurance (Collection of Contributions) Consolidated Regulations, 1918 to 1937.

(2) The Interpretation Act, 1923 , applies to the interpretation of these Regulations as it applies to the interpretation of an Act of the Oireachtas.

2.—(1) The following words shall be added to sub-paragraph (b) of paragraph (2) of Article 9 of the principal Regulations:—

"provided that arrangements may, with the approval of the Minister, be made by the Society with an employer, the number of insured persons in whose employment amounts to fifty or more, under which the card of a contributor may, instead of being returned to the contributor, be forwarded to the Society together with the relative record card within fourteen days after the expiration of the period of currency of the card ";

(2) In the final sentence of paragraph (2) of Article 9 of the principal Regulations commencing with the words "Where for any reason" the words "or to the Society" shall be inserted after the word "contributor."

3. There shall be added to Article 2 of the principal Regulations the following paragraph:—

"(4) Where arrangements have been made between the Society and the employer under the proviso to sub-paragraph (b) of paragraph (2) of Article 9 of the principal Regulations as amended by these Regulations, the employer shall surrender the cards of contributors included in the arrangements within 14 days after the expiration of the period of currency and the failure of the employer to do so shall not render any contributor liable to any penalty under Section 69 (2) of the National Insurance Act, 1911, for failure to surrender his card to the Society within 14 days after the expiration of the period of currency thereof."

4. There shall be added to Article 34 of the principal Regulations the following paragraph:—

"(7). Where, in accordance with any arrangements made between the Society and the employer under the proviso to sub-paragraph (b) of paragraph (2) of Article 9 of the principal Regulations, as amended by these Regulations, the record card of a contributor has been deposited with the employer for the purpose of such arrangements, the contributor shall be deemed to have complied with the provisions of sub-paragraph (i) of paragraph (1) of this Article and the return of the record card to the employer by the Society shall be deemed to be compliance with the provisions of paragraph (2) of this Article."
