ORDER OF THE DEPARTMENT OF AGRICULTURE AND TECHNICAL INSTRUCTION FOR IRELAND.

The Department of Agriculture and Technical Instruction for Ireland, by virtue and in exercise of the powers vested in them under the Agriculture and Technical Instruction (Ireland) Act, 1899 ; the Diseases of Animals Acts, 1894 to 1914, and of every other power enabling them in this behalf, do, with, the concurrence of the Minister for Lands and Agriculture, hereby order:—

1 HAY OR STRAW NOT TO BE MOVED OUT OF SCHEDULED DISTRICT.

1. From and after the date of commencement of this Order, it shall not be lawful to move hay or straw out of any area (hereinafter referred to as Scheduled District) to which Part I. of the Foot and Mouth Disease (Ireland) Order of 1915 applies for the time being.

2 EXCEPTIONS.

2. This Order shall not apply to—

(a) hay or straw moved under and in accordance with a Licence granted by an Inspector of the Department of Agriculture and Technical Instruction for Ireland ;

(b) manufactured straw; or

(c) hay or straw moved through the Scheduled District by railway from a place outside such district to another place outside such district without unnecessary delay and without being untrucked within such district.

3 OFFENCES.

3. If any hay or straw is moved in contravention of this Order, the owner of the hay or straw and the person for the time being in charge thereof, and the person causing, directing, or permitting the movement, and the person moving or conveying the hay or straw, and the consignee or other person receiving or keeping it, knowing it to have been moved in contravention as aforesaid, and the occupier of the place from which the hay or straw is moved, shall each according to and in respect of his own acts and defaults, be deemed guilty of an offence against the Diseases of Animals Act, 1894.

4 COMMENCEMENT.

4. This Order shall be in operation from the 10th day of April, 1928.

5 SHORT TITLE.

5. This Order may be cited as the Foot and Mouth Disease (Movement of Hay and Straw) Order of 1928.
