UNCLAIMED PROCEEDS OF STAMP SALES REGULATIONS, 1926.

REGULATIONS DATED 9th MARCH, 1926, MADE BY THE IRISH INSURANCE COMMISSIONERS WITH THE CONCURRENCE OF THE MINISTER FOR LOCAL GOVERNMENT AND PUBLIC HEALTH UNDER THE NATIONAL HEALTH INSURANCE ACTS, 1911 TO 1925.

The Irish Insurance Commissioners, in exercise of the several powers conferred on them by Section 29 of the National Health Insurance Act, 1918, and with the concurrence of the Minister for Local Government and Public Health, hereby make the following regulations:—

1.—(1) These Regulations may be cited as the National Health Insurance (Unclaimed Proceeds of Stamp Sales) Regulations, 1926.*

(2) In these Regulations, unless the context otherwise requires:

" The principal Act " means Parts I. and III. of the National Insurance Act, 1911 (1 and 2 Geo. 5. c. 55) ;

" The Act of 1918 " means the National Health Insurance Act, 1918 (7 and 8 Geo. 5, c. 32).

" The expression Great Britain includes Northern Ireland."

(3) The Interpretation Act, 1889, as modified and adapted by or under the Adaptation of Enactments Act, 1922 (No. 2 of 1922) applies to the interpretation of these Regulations as it applies to the interpretation of an Act of the Oireachtas.

2.—The residue of any sums received by the Commission on account of sales of stamps, issued for the purpose of the Principal Act and available for application under Section 29 of the Act of 1918 shall be applied in the following manner :—

* These Regulations supersede the Provisional Regulations entitled the National Health Insurance (Unclaimed Proceeds of Stamp Sales) Regulations, 1926, which were made and came into force on 20th January, 1926.

(i.) For the purpose of assisting Approved Societies, whose head office was situate in Saorstát Eireann on 1st April, 1922, to defray any administrative expenses arising out of the severance of the system of National Health Insurance in Saorstát Eireann from that in Great Britain, there shall be paid (save as in any particular cases the Commission may otherwise decide) out of the said residue to each such Approved Society, which had more than twenty members resident in Great Britain on the 1st April, 1922, an amount calculated as follows :—

(a) where the number of such members of the Society did not exceed 1,000, at the rate of 1s. for each of such members; and

(b) where the number of such members exceeded 1,000, at the rate of 1s. for each of such members up to 1,000, and at the rate of 6d. for each of such members in excess of 1,000.

(ii.) For the purpose of assisting Societies with Head Office in Saorstát Eireann approved to transact business under the principal Act after 30th June, 1923, which accepted members who, prior to that date, had been members of Societies with Head Offices in Great Britain, the Commission may, if they are satisfied that an undue burden was cast upon the Administration Accounts of such Societies by the severance of the systems, above referred to, authorise a payment out of the said residue a sum not exceeding 3d. for each such member.

3.—The National Health Insurance (Unclaimed Proceeds of Stamp Sales Regulations) (Ireland) 1918 (S.R. & O., 1918, No. 1771) are hereby revoked.
