S.I. No. 3/1924 - Dublin Metropolitan Police Pay Order, 1924


By virtue and in exercise of the powers conferred by Section 4 of the Constabulary and Police (Ireland) Act, 1919 , as adapted by the Adaptation of Enactments Act, 1922 , and of all other powers enabling me in that behalf, I, CAOIMHGHIN O h-UIGIN, Minister for Home Affairs, with the concurrence of the Minister for Finance, do hereby order as follows :—

1. As from the date upon which this Order shall come into operation the pay of the members of the Dublin Metropolitan Police of the several ranks, classes and grades herein below specified shall be in accordance with the following rates, scales and conditions :—

2. The scale for Constables, as prescribed in the foregoing Article, shall be subject to the following special conditions :—

(a) On first appointment the Constable shall be regarded as on probation. The normal period of probation for a Constable first entering the police service shall be one year. This period may be extended to eighteen months if at the end of the first year the Constable has not made sufficient progress for his appointment to be confirmed, but it is desired to give him a further opportunity of showing that he is likely to become an efficient Constable.

(b) The Constable shall receive his first increment at the end of one year, or at such later date as his appointment may be confirmed, and all subsequent increments up to the tenth, bringing his pay to 78/- weekly, shall, subject to clause (d) following, be automatic on his completing 2 years, 3 years, and so on, reckoned from the date of his first appointment.

(c) The grant of the additional long service increments, viz. the last two increments in the scale, shall be at the discretion of the Chief Commissioner.

Subject to the Constable's good conduct and efficient service, the Constable shall be eligible to receive the first of such increments (2/6 in amount) after seven years' service at the ordinary maximum (78/- weekly), and the second such increment after a further five years' service, subject to the same conditions as to conduct and efficiency.

(d) A Constable with not less than five years' service shall be eligible for the grant of a special advance of one increment in the scale if his conduct has been good, his service has been marked by special zeal, general intelligence and proficiency, and he passes a qualifying examination in educational subjects and police work of the standard required for promotion. A second special advance of one increment in the scale may be granted after a further year if considered justified by the Constable's conduct and efficiency.

The retention of these special increments shall be subject to continued good conduct and efficiency, and if this condition is not satisfied the Constable shall revert to the ordinary scale.

(e) Any person appointed to the Force, whether before or after the date of this Order, who served in any of the organisations to which Section 4 of the Superannuation and Pensions Act, 1923 , applies, may be granted, as from the date of his appointment, such a number of increments in the scale prescribed for Constables by the Pay Order, 1920, or by this Order, as the Minister for Home Affairs, with the sanction of the Minister for Finance, may authorise.

3. Every member of the Force serving as such on the date on which this Order shall come into operation shall enter the appropriate scale of pay prescribed by this Order, with benefit of increments equal in number to the increments in the appropriate scale as prescribed by the Pay Order, 1920, to which he would have been entitled on that date if this Order had not been made, and his incremental date shall remain unaltered.

4. The pay of any Constable who joined or joins the Force on or after the first day of January, 1924, shall during the period of his training at the Depot be at the rate of 50/- weekly.

5. Notwithstanding the provisions of Section 13 of the Constabulary and Police (Ireland) Act, 1883 , no deduction in respect of barrack accommodation shall be made from the pay prescribed in this Order in the case of any member of the Dublin Metropolitan Police.

6. The pay prescribed in this Order shall be subject in every case to a deduction at the rate of two and one half per cent. as a contribution towards the general pension charge of the Dublin Metropolitan Police.

7. Any mention of or reference to the Pay Order, 1920, contained in the Dublin Metropolitan Police Pensions Order, 1922, (except in Article 2 thereof) shall, in its application to any member of the Force who shall be serving as such on the date on which this Order shall come into operation or to any member who joins the Force after that date, be construed and take effect as a mention of or reference to this Order, and the reference in Article 2 of the said Pensions Order to paragraph III of the Schedule to the Pay Order 1920 shall be construed as including a reference to Article 6 of this Order.

8. Except where inconsistent with this Order, the conditions heretofore applicable to the pay of the members of the Dublin Metropolitan Police to whom this Order applies shall continue to apply in the same manner and to the same extent as they would have applied if this Order had not been made.

9. In this Order the following expressions shall have the respective meanings hereby assigned to them :

" The Pay Order 1920 " means the Order made on the 26th day of January, 1920, under Section 4 of the Constabulary and Police (Ireland) Act, 1919 , as to the pay of the Dublin Metropolitan Police. " The Force " means the Dublin Metropolitan Police.

10. This Order shall come into operation on the 1st day of March, 1924.

11. This Order may be cited as the Dublin Metropolitan Police Pay Order, 1924.

12. As and from the date on which this Order shall come into operation, the Pay Order, 1920, shall be revoked, but such revocation shall not affect the validity of anything previously done thereunder, or of any payment made thereunder, whether before or after that date, in respect of the service prior to that date of any member of the Force.
