To the owners of works to which the Alkali Etc. Works Regulation Act, 1906, applies ; and to all whom it may concern :

WHEREAS by Section 9 of the Alkali Etc., Works Regulation Act, 1906 (hereinafter referred to as " the Act ") as adapted by the Provisional Government (Transfer of Functions) Order, 1922, it is provided in effect that an alkali work, a work specified in the First Schedule to that Act (therein referred to as a scheduled work), a cement work, or a smelting work shall not be carried on unless it is certified to be registered ; and that the work shall be registered in a register containing the prescribed particulars and the register shall be conducted and the certificates issued in the prescribed manner ; and the expression " prescribed " is defined by section 27 of the Act adapted as aforesaid to mean prescribed by the Minister for Local Government :

NOW, THEREFORE, I, the Minister for Local Government, in exercise of every power in this behalf enabling me, do hereby order and prescribe in relation to every such work as aforesaid, as follows, that is to say :—

Article 1.—(1) This Order may be cited as the Alkali Etc., Works (Registration) Order, 1922, and shall be deemed to have taken effect as from the First day of April, 1922.

(2) In this Order, unless the context otherwise requires :—

the expression " owner " includes any lessee, occupier or other person carrying on any work to which the Act applies ; the expression " the Minister " means the Minister for Local Government ; and other expressions have the same meaning as in the Act.

Article 2. The work shall be registered in a Register which shall be kept at the office of the Minister for Local Government in Dublin.

Article 3. The application for a certificate of registration of the work shall contain the following particulars which shall be the prescribed particulars to be contained in the Register of works under the Act :—

(a) the description of the work, and its name, if any ;

(b) the name of the place and of the county in which the work is carried on ;

(c) the date when the work was erected ;

(d) if the work is closed, the date from which it was closed ;

(e) the name and address of the owner.

Article 4. The application for a certificate of registration shall be addressed to the Minister for Local Government, Dublin.

Article 5. The Minister shall not issue a certificate of registration as regards any work unless and until :—

(a) application has been made to the Minister by the owner of the work in the manner prescribed by Articles 3 and 4 of this Order ; and

(b) the Minister is satisfied that the conditions of registration required by subsection (5) of section 9 of the Act have been complied with or dispensed with ; and

(c) the Minister is in receipt of the amount of the stamp duty chargeable upon the certificate of registration under subsection 6 of section 9 of the Act.

Article 6. All certificates of registration shall be in the Form A in the Schedule to this Order.

Article 7. Where any change occurs in the ownership of a work or in any other particulars stated in the register and written notice thereof is given to the Minister in accordance with the provisions of the Act, the Register and the certificate of registration shall be altered accordingly and the alteration in the case of the certificate shall be by an endorsement to be made by the Minister or by such person as he shall appoint for the purpose on the certificate in the Form B to the Schedule to this Order or in such other form as the Minister shall deem necessary for recording the change which has occurred.
