Appeal from civil bill decree.

68. Every decree or dismiss, or dismiss without prejudice, made or pronounced by any chairman in any action or proceeding under this Act, shall be subject to appeal, and under the same restrictions and regulations as other cases of civil bills, unless so far as the said regulations shall be inconsistent with the provisions of this Act.
